Description
The Army Contracting Command-Aberdeen Proving Ground, Fort Huachuca intends to extend a sole source contract to A&T Systems Inc for an additional 3 months under the authority of 10U.S.C. 2304 (c)(1), Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(iii)(A), Only one responsible source and no other supplies or services will satisfy agency requirements. The sole source contract will be issued to A&T Systems Group Inc. The requirement is for existing non-personal services for operations and maintenance (O&M) of the Network Enterprise Center (NEC) administration; management; parts, supplies, tools and equipment other than GFE; and vehicles to operate and maintain the Administrative Telephone System and cable plant at Pueblo Army Depot, Pueblo, CO. This includes Switchboard Console Operations, Inside Plant (ISP), Customer Services, and Outside Plant (Cable) required by the NEC. The Contractor may also be required to provide material, overtime, travel and per diem, and training to ensure employee proficiency for the systems and equipment at the installation. The Contractor will be reimbursed on a time-and-material basis to support the material, overtime, and travel requirements, and on a fixed-price basis for the training in support of requirements, as needed. The contract extension will provide services to allow additional time for the acquisition follow-on under the IMCS-III Program. The extension will consist of a three (3) month period from 1 September 2015 through 31 November 2015. The NAICS code is 517110 Wired Telecommunications Carriers, with a corresponding size standard of 1500 employees. This Notice of Intent to extend the contract is not a request for competitive proposals. There will not be a solicitation or Request for Proposals (RFP) issued. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. All information received from this notice shall be used for planning and market research purposes only. The determination to refrain from competing proposed contracts based on responses to this notice is solely within the discretion of the Government. The Government will not pay for the preparation of any information submitted or use of such information. Acknowledgement of receipt of responses will not be made, nor will respondents be notified of the evaluation of the information received. Interested parties may express interest and provide a capability statement no later than noon, Mountain Standard Time (MST), 07 August 2015.
