- The NAVSUP Fleet Logistics Center Norfolk, 700 Robbins Avenue Philadelphia, PA 19111 intends to solicit on a full and open competition basis in accordance with FAR, Part 15 procedures for Litigation Support Services the Naval Litigation Office (NLO), Office of General Counsel (OGC). The Naval Litigation Office (NLO) is required to represent the interests of the Department of the Navy (DoN) in a broad spectrum of high value, high-visibility, and high-impact litigation cases. The successful representation of DoN interests require unrestricted, complete integration of all litigation support and trial assets. The NLO cases span all of the OGC practice areas to include contract law, environmental law, and civilian personnel law, and other significant cases as determined by the Secretary of the Navy or the DoN General Counsel. The ultimate mission of NLO is to provide a ready Naval force by representing the interests listed above. Services include the following: Document Management, Litigation Support databases, support for trials, hearings and other proceedings, data requirements. The litigation to be supported includes complex class actions; multi-million dollar contract claims; and complaints involving important policy matters, multiple issues, or multiple parties. Environmental litigation with administrative records consisting of many thousands of documents is commonplace. In general, the litigation is complex, but smaller, less complex litigation must also be supported. Additionally, the services the contractor shall provide under the contract also include, but are not limited to: evidence gathering and preservation; indexing; discovery planning and coordination; electronic discovery; cataloging; database creation and hosting, trial input; trial support; trial process review and analysis; client support; motions production and presentation assistance; research (including archival research); cross-case input and guidance; moot court assistance; and, other litigation support functions across the range of NLO cases and amongst and between the trial teams within NLO. The contractor shall provide intra-office recommendations regarding case processing systems, lawyer training, and process improvements in all areas of the NLO practice. The work to be performed under this contract is anticipated to be performed primarily at the Contractor site. The contractor will be required to have a facility within 20 miles of the Washington Navy Yard; the Contractor is required to have a facility clearance at the level of Top Secret. Travel will be required in support of this contract. An Organizational Conflict of Interest clause will be included in the resultant contract. A single, Cost Plus Fixed Fee (CPFF) contract is anticipated to be issued; the solicitation will consist of a one year base period and four 1-year option periods. The North American Industrial Classification System (NAICS) code for this acquisition is 541199 and the size standard is $11 million. For planning purposes only, it is estimated that the requirement will require 303,650 man-hours of service over the life of the contract, if all options are exercised. Offerors shall be required to submit both price and non-price proposals. The Navy ™s evaluation of proposals will consider the offeror ™s non-price proposal to be more important than the cost/price proposal. Solicitation number N00189-15-R-Z039 will be made available electronically upon its release to the Navy Electronic Commerce Online. The closing date for receipt of proposals will be established in the RFP. Interested parties may download the RFP upon its issuance to the following website: https://www.neco.navy.mil. Interested parties are solely responsible for monitoring of the aforementioned website for postings of the solicitation and any amendments thereto. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice. A Sources Sought Notice was issued in support of the proposed effort and after analysis of the results of the Sources Sought responses, the Navy intends to solicit on a full an open competition basis. The Solicitation will include the FAR clause entitled œOption to Extend the Term of the Contract œ(FAR 52.217-9). In accordance with FAR 17.207(c)(3), the Government will make a determination prior to exercising any option(s) that exercising the option(s) is the most advantageous method of fulfilling the Government ™s requirement, price and other factors considered.
