- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. THERE IS NO SOLICITATION PACKAGE AVAILABLE. A previous RFI was issued on March 13, 2013 under N68335-13-RFI-0160. The Naval Air Warfare Center Lakehurst is requesting information pertaining to the replacement of the existing A/S32A-32 (Spotting Dolly, SD-2). The USN currently uses the SD-2 for aircraft movement in the tight confines of shipboard hangar bays. For the purposes of this RFI, the new item will be called Shipboard Aircraft Handler (A/S32A-50). The SAH will be required to operate on CVNs, LHDs and LHA-6 class ships and will be required to maneuver and park/spot the following aircraft in the hangar bay: AV-8B, E-2C/D, F/A-18C/D/E/F, E/A-18G, F-35B/C, CH-53E/K, MH-60R/S, MV-22, T-45 and UAV/UCLASS. The current SD-2 accomplishes this by engaging the aircraft nose/tail gear, lifting it off the deck and utilizing its zero turning radius to maneuver/rotate about the nose/tail gear while pushing or towing. The SAH must be configured to allow the vehicle to pass under the aircraft to access the nose/tail wheel and to pass under parked aircraft to traverse a packed hangar bay. It must be able to tow all the above aircraft around the hangar bay and onto the ships elevator. The Government is requesting information on the availability of a tethered remote controlled, diesel electric powered vehicle. Nominal preliminary requirements for the SAH are: 1. Dead man type operator controls. 2. Zero turning radius about the center of the vehicle/aircraft engagement point. 3. Attachment mechanism that prevents disengagement of the nose/tail gear when raised off the deck. 4. Capable of lowering the nose/tail gear and disengaging from it without contacting any surface of the aircraft at angles up to 90 degrees to port or starboard with respect to the aircraft's centerline. 5. No wider than 81 inches, no higher than 29 inches, have a ground clearance of 3.5 inches, have a minimum approach/departure angle of 10 degrees and weigh less than 15,000 lbs. 6. Tie down/lifting attachment points. 7. Ability to lift a nose/tail gear weighing 18,300 pounds 4 inches off the deck and hold aircraft. If attaching to the nose/tail gear via axle pins, it shall interface with axles at various heights from 4.5 inches to 28 inches. 8. Exert a minimum drawbar pull of 14,100 pounds when loaded. 9. Maximum forward and reverse speed when loaded of 3 MPH. 10. The ability to operate 8 hours without refueling. 11. The ability to stop when loaded within 2 feet from a speed of 3 MPH. 12. Operation of the unit should be accomplished by a tethered remote control so the operator is safely away from the aircraft. 13. Operate in a ship motion environment including 5 degrees roll, 1.41g vertical acceleration and 0.31g horizontal acceleration. (Note the draw bar pull requirement already accounts for the ship motion). 14. At a minimum, operate unloaded unit totally on electric power. Objectively operate at full capacity on electric power using diesel power for charging and moving aircraft in an emergency (uncharged batteries). 15. Duty cycle consists of 48 loaded and 48 unloaded moves in a 24 hour period. As required for any typical Navy Support Equipment (SE), the SAH shall be highly reliable, easily maintainable and supportable. Human factors engineering shall be utilized to the greatest extent possible to make the SAH a "user friendly" piece of Support Equipment. The SAH shall be capable of meeting the following requirements: 1. Operate continuously in temperature conditions ranging from -200F to 1250F. 2. The diesel engine shall start in cold weather (-20F), without the use of ether. 3. Withstand storage temperature conditions ranging from -400F to 1600F. 4. Operate in an environment with 95% relative humidity. 5. Operate with exposure to a 5% sodium chloride solution at a fall out rate of 1.2 fluid ounces per hour per square foot of surface area. 6. Operate continuously in blowing rain consisting of four inches per hour rain fall with 40 mph winds. 7. Operate for one hour after exposure to blowing sand (150 to 850 micron particle size). Wind speed shall be 40 mph and the concentration shall be.06 +/- 0.015 g/ft3. 8. Operate for one hour after exposure to blowing dust particles (<149 microns). Wind speed shall be 20 mph and concentration shall be 0.3 +/-0.2 g/ft3. 9. Withstand wind blasts up to 90 mph. 10. Shock requirements of MIL-S-901 for Grade A heavyweight equipment. 11. Resist the vibrations associated with operation aboard CV/CVN, LHA and LHD class ships per MIL-STD-810. 12. EMI compatibility requirements of MIL-STD-461 Table V, RE101, RE102, RS101, RS103, CS114 and CS116 for Navy surface ship equipment. 13. External RF EME requirements of MIL-STD-464, Paragraph 5.3, Table 1A. 14. Capable of transport within C-5, C-17, C-130 and CH-53 aircraft. MIL-HDBK-1791 will be used as guidance in meeting the requirements for Air Transportability Certification. Withstand vibration encountered during air transport within C-5, C-17, C-130 and CH-53 aircraft. 16. Capable of being stored at a pressure of 9.7 inches of Hg simulating transportation in an unpressurized cargo compartment at 40,000 ft. altitude. 17. Capable of being transported via external air Helicopter Sling Load (HSL) or vertical replenishment (VERTREP) via the CH-53 helicopter. This includes meeting the lifting/ tiedown feature requirements of Mil-STD-209 and obtaining certification via the US Army Soldier Systems Center (SSC), Natick, MA. The purpose of the request for information is to identify potential contractors and to gain insight into current commercial or military products and/or design concepts that meet the above requirements. Along with the interest and product information, it is requested that following topics be addressed: 1. Estimated price information for production units. 2. Design features that should be considered for potential inclusion in the performance specification. The government may release a Request for Proposals (RFP) in the July 2016 timeframe for a potential contact award in the October 2017 timeframe.
