- The Army Contracting Command - Redstone Arsenal (ACC-RSA) under the authority of the Federal Acquisition Regulations (FAR) Part 13, Simplified Acquisition Procedures, and Federal Acquisition Regulations (FAR) 6.302-1 entitled, quote mark Only one responsible source and no other supplies or services will satisfy agency requirements quote mark, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; any offers will be considered; however, it is the Government's intent to award a sole-source purchase order to Technical and Scientific Application Enterprise. The Government has a requirement for a 2 year HP Service License Agreement. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The following factors shall be used to evaluate offers: Technical capability and price. Award will be made to the lowest price technically acceptable offer. The following provisions apply to this acquisition: 52.212-4, Contract Terms and Conditions -- Commercial items. 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders --Commercial Items 52.222.50, Combating Trafficking in Persons. 52.222-26, Equal Opportunity 52.223-18, Texting While Driving 52.232-1, Payments 52.232-39, Unenforceability of Unauthorized Obligations 52.239-1, Privacy or Security Safeguards 252.232-7006, Wide Area Workflow Payment Instructions 252.232-7003 - Electronic Submission of Payment Requests and Receiving Reports. This solicitation is issued as a Request for Quote (RFQ). In accordance with FAR 5.207, all responsible sources may submit capability statement, proposal, or quotation, which shall be considered by the Agency. Please address to Troy Richardson III. All submission and any questions regarding this request must be submitted via email to: troy.richardson2.civ@mail.mil. NO PHONE CALLS PLEASE. The offeror agrees to hold the prices in it offer firm for 30 calendar days from the date specified for receipt of offers. Delivery is FOB Destination, 30 days after the date of contract award. Delivery Address: US Army Contracting Command Bldg 5303, Sparkman Center Redstone Arsenal, AL 35898-5000 Proposals must be submitted to Troy Richardson III via email at troy.richardson2.civ@mail.mil no later than Tuesday 28 July 2015, 1200 CST. Questions must be submitted to Troy Richardson III no later than 27 July 2015, 1200 CST. All questions will be answered in an amendment to this solicitation and distributed to all interested vendors.
