Description
Glove Insert, Light Duty, U.S. Marine Corps Purchase Description- CR/PD 02-2008 SYSCOM dated 02 April 2013 SOURCES SOUGHT DESCRIPTION Marine Corps Systems Command (MARCORSYSCOM), Product Manager Infantry Combat Equipment (PdM ICE) is conducting market research to identify manufacturers capable of producing a cotton/lycra Light Duty Glove Insert (LDGI) that meets or exceeds the requirements in the Glove Insert, Light Duty, U.S. Marine Corps Purchase Description- CR/PD 02-2008 SYSCOM dated 02 April 2013 (see attachment). The purchase description is for a four finger and thumb knit glove in two sizes, small/medium and large/x-large, that can be worn alone or under a glove shell. RFI RESPONSE SUBMISSION Interested manufacturers should submit the following to help the Government assess its material requirements for the LDGI: 1. A description identifying the glove's materials, including the material used for grip dots; 2. Test data (if available) validating whether all materials meet or exceed glove insert material requirements in CR/PD 02-2008 SYSCOM (Tables I and Table 2); 3. Five gloves in the large/x-large size and ten 12" tubes/socks with grip dots; 4. Five gloves in the large/x-large size and ten 12" tubes/socks without grip dots; 5. The company's business size. Please indicate whether the company is a Large or Small Business. If it is a small business, please also provide the appropriate category (i.e., HUBZone, Small Disadvantaged, Veteran Owned, Service Disabled Veteran, Veteran Owned, Woman Owned, or Small Business); 6. The company's previous contract information for performance of similar products; and 7. The approximate price per pair of gloves. MATERIAL SAMPLE SUBMISSION: Please send glove and material submissions to US Army NSRDEC, ATTN: Chris Diaz D-225, 15 Kansas Street, Natick, MA 01760 WRITTEN SUBMISSION: Please submit all written responses electronically. Respondents should submit their responses by 24 August 2015 to the Safe Access File Exchange (SAFE) application via https://safe.amrdec.army.mil/safe/. Proceed as a Guest user by clicking on "I do not have a CAC or this machine is not configured to read my CAC and I would like to access SAFE as a Guest User." Fill in all required fields, upload your RFI response, and grant access to files to the following: Clinton.Wells@usmc.mil, John.Obrien@usmc.mil, and Christina.M.Diaz2.civ@mail.mil and then press the "Submit" button. MCSC will not return submitted material. Submissions must not contain classified information, and vendors should appropriately identify proprietary information. The Government may use any proprietary information to establish requirements, but will safeguard specific offeror information as proprietary. Questions and Answers: Please submit RFI questions to the Contract Specialist via e-mail at Clinton.Wells@usmc.mil, with a courtesy copy to John.Obrien@usmc.mil no later than 15 August 2015. MCSC will post all questions, answers, information discussed, test protocols, and any other information pertinent to this RFI on the Federal Business Opportunities website (https://www.fbo.gov/). Non-Government Support Contractors: MCSC will use support contractors from Kalman & Company who are non-Government personnel to help collect and review market research information. Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. § 423) (hereinafter referred to as "the Act"), as implemented in the FAR, protects proprietary information from unauthorized disclosure. Contractual organizational conflict of interest and non-disclosure clauses bind these support contractors to safeguard proprietary information in accordance with law and regulation. Supporting contractor personnel are procurement officials within the meaning of the Act and will sign Non-Disclosure Agreements. The Government will take all appropriate action to preclude unauthorized use or disclosure of proprietary data. THIS RFI IS FOR PLANNING PURPOSES ONLY AND NOT A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, OR AS A GOVERNMENT COMMITMENT TO PAY FOR THE INFORMATION RECEIVED. NO ENTITLEMENT TO PAYMENT OF DIRECT OR INDIRECT COSTS OR CHARGES BY THE GOVERNMENT WILL ARISE AS A RESULT OF SUBMISSION OF RESPONSES TO THIS RFI AND GOVERNMENT USE OF SUCH INFORMATION. NO SOLICITATION DOCUMENT EXISTS. ANY SUBSEQUENT PROCUREMENT WILL BE SUBJECT TO THE BERRY AMENDMENT (10 U.S.C. 2533a).
