- Purpose This Sources Sought Notice request is for information and/or solicitation planning purposes. The purpose is to accomplish extensive market research for small businesses that can provide the services relating to integrated library system (ILS) "discovery tool". The government is seeking information regarding the availability and feasibility of attracting small business providers to support the requirements of the Department of State (DOS), Ralph J. Bunche Library. Issuance of this notice is solely for information and planning purposes and does not constitute a Request for Proposal (RFP), or a commitment on the part of the government to conduct a solicitation for the below-listed product and service in the future. The vendor shall be responsible for any costs associated with preparing any response. The applicable North American Industry Classification System (NAIC S) code assigned to this procurement is 518210 which has a corresponding size standard of $32.5M. Please note that a decision not to submit a response will not preclude a vendor from participating in any future solicitation. Requirement The US Department of State, Ralph J. Bunche Library, requires a "next-generation" library system and support of that system The requirements include software for an integrated library system (ILS), a "discovery tool" integrating customer searches throughout the library's resources, and the hosting and support of those tools by the vendor. The ILS must support all technical aspects of standard library workflow: acquisitions, cataloging, circulation, and interlibrary loan. It's cataloging functions and record storage must be current with the latest standards in the profession. Its acquisitions functions must include electronic resource management, complex annual accounting functions, and subscription management. And for front desk services, the system must support circulation and inter-library loan requirements for a research library. The ILS must be supported by regular updates, enhancements, and improvements. Access to the staff functions of the ILS should be via a web-based interface that can be accessed via a standard web browser such as Internet Explorer or Google Chrome. The ILS solution must not require any software to be loaded to the local PC. The required "discovery tool" must provide an intuitive integrated search environment for library customers to discover the library's print and electronic resources, bringing together the library's catalog, its news aggregations, and more. Indexes must be regularly maintained and updated and must capture data from a wide range of the library's resources. The discovery tool must be supported by regular updates, enhancements, and improvements. Hosting of these tools must be provided by the vendor. Hosting facilities must maintain the highest level of security and reliability. Access to the ILS functions must be restricted to staff librarians. Access by library customers to the discovery tool must be restricted by IP range. The Bunche Library's requirements will include the migration of existing data to the new platform. Instructions Responses Responses must be limited to 20 letter-size pages or fewer, single-spaced, in Microsoft Word or Portable Document format (PDF), using Times New Roman 12-point font. Include your company Data Universal Numbering System (DUNS) number, Commercial and Government Entity (CAGE) code, company point of contact (POC) and socioeconomic status under North American Industry Classification System (NAICS) code 561621. Respondents must indicate whether they offer the required supplies and services on ANY Federal Supply Schedules or Government wide Acquisition Contracts (GWAC). If so, please list the schedule or contract number. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid DS, please segregate and clearly mark proprietary information. Please be advised that all submissions become the property of the Government and will not be returned. Responses shall be submitted by email attachment ONLY to Celenne Cook, Contracting Officer, U.S. Department of State, Office of Acquisitions Management, CookCG@state.gov. Responses submitted in other formats and responses submitted to other individuals or other addresses will not be accepted.
