- NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Seascan Inc. for purchase of Video Plankton Recorder (VPR) system which includes Digital Autonomous VPR and Real Time VPR. The office of National Marine Fisheries Services (NMFS) Northwest Fisheries Science Center located in Seattle, WA has a requirement an underwater video microscope for the purpose of color photographing microscopic zooplankton in open ocean conditions. Continuous photographing during deployments lasting up to 2 hours to depths of 800 meters. Unit should have adequate internal storage for 4 total hours of storage before downloading is required. The required instrument is one of kind, prototyped, designed and constructed originally by Woods Hole Oceanographic Institute (WHOI) for their use in their scientific research. The WHOI transferred the design to Seascan Inc. and is now the sole manufacturer and commercial provider of DAVPR. TECHNICAL SPECIFICATIONS: Camera: Color digital imaging at 15 frames per second Resolution of 1080 by 768 minimum Aperture settings F/2.0 to F/16 Image sensor Charge Coupled Device (CCD) Optical field of view (area of interest): Manually adjustable Minimum frame size 8mm x 6mm Maximum frame size 32mm x 24mm Flash assembly: Minimum power 0.8 Joules Average power 50 watts Flash rate - synchronized with camera Batteries: Rechargeable NiMh Operating life 2 hours Physical attributes: -5 Celcius to +35 Celcius operating temperature Operating depth to 800 meters Man portable assemblies Corrosion resistant housings Other: All cabling and connecting assemblies Battery charger 64 bit Operating System The NAICS for this requirement 334516 and the corresponding size standard is 500 employees. This notice represents the only official notice. This notice of intent is not a request for competitive proposals and no solicitation package is available. It is the Government's belief that only Seascan Inc. can provide the deliverables under this contract. However, firms that believe they can provide the services required in this project that fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
