- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on August 3, 2015: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $20 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value to the Lake Mead Katherine Access Road and Davis Dam Road in which you performed ( as the prime contractor ) embankment, slope scaling, controlled blasting, riprap, mechanically stabilized earth wall, reinforced box culvert, curb and gutter, and asphalt paving. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. PROJECT DETAILS: NV FNTP LAKE 114(1), Lake Mead Katherine Access Road and Davis Dam Road PROJECT DESCRIPTION: Schedule A includes a full depth, full width 4R improvement of Katherine Access Road as the main roadway into the Katherine Access Marina. The 4R work includes widening the roadway template; new drainage structures; improved pullouts adjacent to the roadway; paved entrance parking area; resurfacing existing Marina area parking lots and boat launch areas as well as the entrance station. The project also includes new signage and safety improvements along the route. Option X, Davis Dam Road, work is included as an Option to the original plans. This work consists of 4R improvements on the Davis Dam Road approach with an improved roadway template, side drainage and surfacing. This section also includes some drainage improvements, signing and guardrail. SIGNIFICANT QUANTITIES: Schedule A - Katherine Access Road Improvements Total of 36,000 CY of Embankment, 2,000 CY of Slope Scaling, 7,000 Sq. Ft. of Controlled Blasting, 5,800 CY of Riprap Class 3, 200 CY of Riprap Class 4, 550 CY of Riprap Class 6, 4,700 Sq. Ft. of Mechanically Stabilized Earth Wall, 71,000 SY of Pulverizing 3 In Depth, 84,000 SY of Pulverizing 6 In Depth, 27,000 Tons of HACP Class B Grading C, 7,800 Tons of Open Graded Asphalt Friction Course, 4,700 SY of Reinforced Rigid Pavement, 124 LF of Precast Reinforced Concrete Box Culvert, 8,000 LF of Curb and Gutter, 3,100 LF of Guardrail Type 4. Option X - Davis Dam Road Improvements Total of 220 CY of Riprap Class 3, 2,700 Tons of HACP Class B, 490 Tons of Open Graded Friction Course. It is anticipated this project will be advertised in October, 2015 with construction beginning in April 2015 and extending through October 2015. The contracting range for this project is between $15 million and $20 million.
