Description
The U.S. Department of State (DoS), Regional Procurement Support Office in Fort Lauderdale, Florida is conducting market research to identify potential U.S. small business sources with the capability to successfully perform the services described in this notice. The requirement is classified under the North American Industry Classification System (NAICS) code 811219, with a corresponding size standard of $20.5 million. This is a sources sought notice only. This notice is not a Request for Proposals (RFP) or Request for Quotations (RFQ). No contract or order will be awarded from this announcement, nor will there be any reimbursement made for any costs associated with providing information in response to this announcement. The Government will utilize responses to this sources sought notice to determine the availability of qualified U.S. small business firms capable of meeting the DoS requirements and to determine the appropriateness of setting aside an anticipated acquisition. The order of precedence for consideration of any capable small business firms responding to this notice is HUBZone; Service Disabled; Woman-owned and Economically Disadvantaged Woman-owned; other Small Businesses. The U.S. Embassy in Guatemala City, Guatemala, has a requirement for operations and maintenance support for one year plus four optional years for the Z-Backscatter Van (ZBV) X-Ray Inspection System Ford F-550 (Serial Number: ZBV-R619) currently in use. Maintenance Shall Include: 1.Two preventative maintenance services throughout the year on the x-ray technology and software. 2.The Contractor will provide all travel costs, supplies, packaging, taxes/duties and shipment of items necessary to complete the preventative maintenances on the x-ray technology. 3.As needed preventative maintenance services throughout the year on the chassis and drive system; including the air conditioning unit and generator. 4.The Contractor will provide all travel costs, supplies, packaging, taxes/duties and shipment of items necessary to complete the preventative maintenances on the chassis including oil changes to the vehicle engine and generator. 5.As needed corrective maintenance services throughout the year on both the x-ray technology and chassis (does not include operator inducing malfunctions or instances of force majeure). Corrective maintenance on the chassis includes service, repair and replacement of parts and equipment that fail due to normal wear and tear such as: engine care, battery replacement, tire replacement, brake system replacement, cracked windshield, headlight replacement, etc. 6.The Contractor will provide all travel costs, parts, supplies, packaging, taxes/duties and shipment of items necessary to diagnose and correct malfunctions of the system. 7.The Contractor will provide a 24 hour response time (via phone/e-mail) upon receipt or a service request and will be onsite within 24 to 48 hours thereafter. 8.Radiation surveys are provided at the time of each preventative maintenance service as well as on corrective services involving the x-ray source. Interested U.S. small business concerns capable of meeting the above requirements are invited to submit a Capability Statement by emailing the contracting officer RushLE@state.gov. Subject line shall read Sources Sought for Z-Backscatter - Mobile X-Ray System Maintenance. The Capability Statement, not to exceed 10 pages, must include the company's name, DUNS number, point of contact information, and Small Business Status (e.g. Small, SDVOSB, WOSB, HUBZone, etc.). General expressions of interest and/or prior experience in providing maintenance services are not being solicited. Only capability statements that specifically address the requirements specified in this notice will be considered. NO PHONE CALLS WILL BE ACCEPTED. ONLY WRITTEN CORRESPONDENCE (PREFERABLY BY E-MAIL) WILL BE CONSIDERED.
