RFQ PR-0018507A PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Interested parties are responsible for monitoring this site to ensure they have the most up to date information about this acquisition. No partial quotes will be considered. No partial awards will be made. The Request for Quote number is PR-0018507A and is being conducted as a 100% small business set-aside. The NAICS Code for this requirement is 511210, Software Publishers; the size standard is 750 employees. This RFQ incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-83. This requirement will be awarded on an all or none basis as a commercial item, fixed price purchase order under the procedures at FAR Parts 12 and 13. The FBI's Biometric Analysis Unit (BAU) analyzes DNA data generated from the forensic exploitation of IEDs and IED components. When the results of these analyses yield a single, clear DNA profile, interpretation is simple and straightforward. However, given the nature of the evidence the FBI Laboratory processes, the results of the DNA analyses frequently indicate that the DNA present is a mixture of more than one individual. In these cases, interpretation of the results in not a simple prospect, and determining the number of contributors and the profiles of each can be subjective. Frequently, mixture interpretation is as much an "art" as it is an analysis. To aide in the interpretation of mixed DNA profiles, the DNA group needs to purchase an expert system for DNA mixture analysis. The purpose of this software is two-fold: to standardize the analysis of mixed profiles across examiners within the group, and to provide statistical support for the resulting interpretations. Additionally, the analysis software should be capable of comparing single source profiles against mixed profiles to generate a measure of the weight of the evidence. Traditional binary methods of interpretation which often discard information by simplifying the data are gradually being replaced by continuous models of interpretation that make better use of the available profiling data. Therefore, the DNA group requires a DNA mixture analysis software program that can analyze mixed DNA profiles using a continuous model of interpretation, and that can analyze mixed DNA profiles using a continuous model of interpretation, and that can also provide statistical support for the resulting hypotheses. The FBI requires the following: Line 0001, DNA Software User License with new point and major version releases for 12 months from installation, 1, EA; Technical Requirements: • Must operate in a Windows 7.0 environment on a standard or laptop PC and generate results within a reasonable period of time (a few hours, not a few days); • Must be compatible with DNA profiling data generated using any autosomal STR profiling kit with information at more than one locus; • Must be able to deconvolve mixed DNA profiles of at least up to four (4) individuals without references for any known contributors; • Must use a "per allele" stutter model; • Must be able to compare single source profiles to mixed profiles from up to at least four individuals and generate a measure of the weight of the evidence in the form of a likelihood ratio; • Must be able to incorporate data from replicate analyses generated using the same STR multiplex into one analysis; • Must be able to identify potential contributors to a mixed DNA profile by comparing the previously deconvolved data against a database of known contributors; • Must use a fully continuous biological model to deconvolve mixed profiles; • Must allow program parameters to be optimized based on the laboratory's own empirical data - i.e. must be "customizable"; • Must be able to include related individuals as alternate propositions for likelihood ratios; • Users must be able to enter pertinent information for each analysis, such as sample identifications, case numbers, and case notes to be saved along with the results of the analyses; • Program must have been developmentally validated by some group and must have supporting publications in peer-reviewed scientific journals to explain the models and mathematics used by the software, to include disclosure of program algorithms; • Must be periodically upgraded to include latest developments in data analysis; • Must have training programs taught by experts available to assist examiners in comprehending software and statistics behind conclusions. Interested vendors must include with pricing, their technical data along with supporting documentation that demonstrates the vendor meets or exceeds all of the above technical requirements. **Vendors will be evaluated in accordance with the criteria set forth in the attached RFQ** FOB Destination: FBI Laboratory, 2501 Investigation Parkway, Quantico, VA 22135. The contractor shall extend to the Government full coverage under a normal commercial warranty. Acceptance of the warranty does not waive the Governments rights with regard to the other terms and conditions of this contract. The warranty period shall begin upon final acceptance of all items provided to the government by the Contractor. Telephone request will not be considered. No questions will be answered over the telephone. All vendors must be registered in SAM, effective July 29, 2012 to receive government contracts.
