Statement of Work (SOW) Bill of Quantities (BOQ) Annex O Annex N Annex L Annex K Annex J Annex I Annex H Annex G Annex F Annex E Annex D Annex C Annex B2 Annex B1 Annex 3 Part 3 of 3) Annex A (part 2) Annex A (Part 1) Solicitation SGE50015R0021 Pre-Proposal Letter Note to interested parties: Annex M is reserved Due date: August 31, 2015 14:00 CET / 08:00 AM Eastern Time The project will put in place a trunked microwave communications backbone to equip the Liberia National Police with radios to make use of the network. A successful project must entail detailed planning, installation and maintenance of equipment in a challenging environment, training of personnel, and close coordination with a range of stakeholders. The intended programmatic outcomes of this project will be an increased presence of public safety officials outside Monrovia; an increase in the number of public safety incidents outside Monrovia that are identified and addressed; and increased confidence by Liberians in the performance of their civilian law enforcement and security agencies. Major tasks of this project include the following: Communication with the INL Project Team, the Government of Liberia, and the private sector; Procurement of microwave and radio equipment that is compatible with the existing network; Installation of microwave and radio equipment at 28 network backbone sites located in 8 Counties; Installation of radio equipment for the Liberia National Police at 15 base stations and in 19 vehicles; Operations and Maintenance of microwave and radio equipment for one year following commissioning; Training to standards that will ensure the microwave and radio equipment will be properly maintained and used; Regularly capturing metrics that show how effectively the modernized network is achieving the desired outcomes; Continued service of microwave and radio equipment to ensure the network remains functional; Close-out when ongoing operation of the network is handed over to the Government of Liberia.
