- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12-6 STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. THE SOLICITATION IS BEING ISSUED USING SIMPLIFIED ACQUISITION PROCEDURES. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-81, effective April 10, 2015. Interested vendors must submit all questions concerning this solicitation in writing to Mr. Michael Lamb at Lamb.Michael@dol.gov. Questions should be received by July 29, 2015 11:00am (est). Any responses to questions will be made in writing, without identification of the questioner; and will be included as an amendment to the solicitation. The US Department of Labor (DOL), Employee Benefits Security Administration (EBSA) has a requirement for Benefits Practice Resource Center Subscription. All responsible vendors shall provide a quote in accordance with the Statement of Work (SOW) provided in the solicitation. Evaluation Criteria: The government will award a purchase order resulting from this solicitation to the responsible offeror whose quotation meets or exceeds all of the criteria in the Statement of Work based on the Lowest Price Technically Acceptable (LPTA). The selected Offeror must comply with the following commercial item terms and conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items - the selected offeror must submit a completed copy of the listed representations and certifications; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. Please note that this procurement is not being conducted under the GSA Federal Supply Schedule (FSS) program or another Government-Wide Area Contract (GWAC). If an offeror submits a quotation based upon an FSS or GWAC contract, the Government will not accept the quoted. All quotes shall be received via email not later than July 31, 2015 11:00 AM local time, at Office of Procurement Services/USDOL, 200 Constitution Ave., N.W., S-4307, Washington, D.C. 20210; Attn: Mr. Michael Lamb. E-mail quotes ARE acceptable. Fax quotes will NOT be accepted. Quotations shall not be deemed received by the Government until the entire quotation is entered into the e-mail address inbox set forth above. Statement of Work Renewal of the Benefits Practice Resource Center Subscription Background EBSA's mission is to assure the security of the retirement, health and other workplace related benefits of America's workers and their families. This work is accomplished by developing effective regulations, assisting and educating workers, plans sponsors fiduciaries and service providers and enforcing the applicable sections of Title I of the Employee Retirement Income Security Act of 1974 (ERISA). Due to EBSA's work in the litigation field, EBSA's personnel require resources that provide current and historic casework, studies and news. Staff members from all EBSA offices utilize this subscription service on a daily basis. Requirement In executing this mission, EBSA requires access on a daily basis to the latest news, expert legal analysis, reporting, casework and research related to: • ERISA litigation and casework • Health Care • Pension Plans • Retirement Plans • Benefit Plans • Multiple Employer Welfare Arrangements (MEWAs) • Ongoing or historic litigation of benefits, retirement or other employee compensation • Executive Compensation • Compliance tools • Life insurance • Other areas related to EBSA requires this subscription information in the form of digital media (i.e. email, web portal).
