- This is a Special Notice of intent to procure, on a sole source bases, with Kongsberg Underwater Technology, Inc. The Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Resource Assessment and Conservation Engineering (RACE) division located in Seattle, requires Simrad Wide Band Autonomous Transceivers (WBAT) and for the vendor to perform upgrades on other NOAA owned Simrad WBATs. This will include parts and labor. The Government intends to acquire these items and upgrades using FAR Part 12 & 13, Simplified Acquisition Procedures. The proposed vendor shall supply the following: one 70 kHz, Wide Band Autonomous Transceiver (WBAT); hardware upgrades to three NOAA/AFSC-owned WBAT systems, one NiMH test battery with charger, and one WBAT lithium battery pack. These items are part of a trawl-resistant bottom-moored underwater echosounder system developed by the Alaska Fisheries Science Center (AFSC) in support of NOAA fisheries stock assessment survey work. The Government intends to negotiate a firm fixed price contract with the period of performance commencing approximately date of award through September 30, 2015. The NAICS code for this procurement is 811219 with a corresponding size standard of $20.5M. This Special Notice is not a request for competitive proposals; however, other potential sources the capabilities to deliver and upgrade Simrad items may submit such documentation which demonstrates the requirements stated above. Submissions are due no later than August 7, 2015 at 10:00am PDT Seattle, WA. Responses shall be e-mailed to Mona.M.Ash@noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only Kongsberg Underwater Technology, Inc. can provide the items stated above. **** All contractors doing business with Government shall be registered with the System for Award Management (SAM). Award will not be made to any contractor that is not registered in SAM. The System for Award Management portal is the single source for vendor data for the federal government.
