- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-15-Q-3141. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2015-83. NUWC Division Newport intends to award a firm fixed-price contract to Marotta Controls Inc., for the following items: Six (6) EA Fin Actuator - part number 285110-0001, Four (4) EA MFV Piezo Valve - part number 4836211-1000, Three (3) EA Nose Actuator - part number 4836212-1000. Required delivery is 32 weeks after award, F.O.B. Destination Naval Station Newport; Newport, RI 02841. Marotta Controls Inc. is the only company that provides flow control hardware or actuators that could interface with the unique existing vehicle computer control system without extensive testing and modifications to the existing vehicle control computer. There are no other control valves that would provide the frequency response required to control the vehicle at the high load conditions expected. There are no other devices that could fit into compact unique existing spaces on the supercavitating vehicle without significant costly vehicle modifications. All other timely offers will be considered. Offers for other products must contain complete product information and prices. The NAICS for this requirement is 332911; the size standard is 500 employees. FAR 52.212-1, Instructions to Offerors - Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2, Evaluation - Commercial Items. Evaluation factors are technical capability, price and past performance. Each factor is equally important. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. FAR 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items apply. In accordance with DFARS 252.211-7003, Item Identification and Valuation, if the unit prices proposed exceed $5,000 then UID tags will be required and payment will be via Wide Area Workflow. The following addenda or additional terms and conditions apply: none. Offerors should include price and delivery terms and complete product information. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Offers must be submitted via email to chester.swiszcz@navy.mil.
