- This is a SOURCES SOUGHT notice for market research purposes only. The purpose of this notice is to determine availability of small business firms for a potential set-aside possibilities. NO AWARD will be made as a result of this SOURCES SOUGHT. There is no solicitation and there are no drawings or specifications available at this time. DO NOT request a copy of a solicitation, drawings, and or specifications. Potential Offeror(s) having the skill, capabilities, experience, and licensing necessary to perform the described requirement are invited to provide feedback via email to Ms. Rachel Rosas (Rachel.Rosas@IHS.gov). All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. Particularly, the purpose of this notice is to gain knowledge of potential small business sources to include the following categories: SBA Certified 8(a), SBA Certified HUBZone, Woman-Owned Small Business (WOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), and Indian Preference. If claiming Indian preference for the first time, or if you have no previous documentation of preference, applicants must provide a completed copy of the Form BIA-4432 (expiration date 1/31/2018), "Verification of Indian Preference for Employment in the BIA and IHS only." Indian preference will not be given unless a properly signed and dated form is submitted with your package, including any verification by an authorized Tribal Representative or BIA Official of tribal enrollment records. Small business entities are reminded, the Prime Contractor will perform at least 50% of the cost of the contract, not including the cost of materials, with its own employees. Prior Government contract work is not required for submitting a response under this SOURCE SOUGHT notice. PROJECT DESCRIPTION Indian Health Service is an agency within the Department of Health and Human Services and is responsible for providing federal health services to American Indians and Alaska natives. The California Area Office currently has, under construction a Youth Rehabilitation and Treatment Center (YRTC) in Hemet, California. The Desert Sage YRTC will provide Native American adolescents culturally relevant behavioral health treatment to intervene in addictive lifestyles, to assist in the development of dignity and self-respect while instilling hope and promoting wellness in adolescents, families, and communities. All services shall be: (1) Culturally sensitive and relevant; (2) Efficient and effective; (3) Individualized; (4) Responsive to changing needs and resources; (5) Incorporate best practices; (6) Promote individual growth; (7) Include collaborative planning which accesses a broad array of community resources; and (8) Maximize all fiscal resources. The Desert Sage YRTC is a co-ed, open and continuous enrolment residential treatment center. It will offer a bio-psychosocial treatment approach for youth between the ages of 12 and 17. We will primarily serve Tribes from the State of California. Assessments are in the areas of: (1) Chemical Dependency; (2) Emotional Behavior; (3) Spirituality; (4) Psychiatry; (5) Psychology; (6) Nursing; (7) Education; (8) Recreation; and (9) Nutrition. Individual programs will include: (1) Mental Health - Support for substance abuse, through counseling, individual psychiatric and psychological sessions, chemical dependency education, art therapy, development of appropriate health and social skills, family involvement, a 12-step program, and after care planning; (2) Education - is provided through a continuation of appropriate grade level curriculum, computer instruction, and field trips; (3) Culture - Taught and practiced through traditional, spiritual and cultural awareness activities, such as sweat lodge, talking circles, food, art, music, songs, and dance among other culturally appropriate activities; (4) Recreation - Provided through physical and social activities such as camping, hiking, swimming, aerobics, basketball, volleyball, and rock climbing. (5) Nursing - Available 24-hours a day for medication administration, liaison with local hospitals and clinics, and through health education. Indian Health Service, California Area Office (CAO) is looking for a licensed Psychiatrist with a specialty in Adolescent Psychiatry with a certification in Addictive Medicine. The CAO will provide consultant services as well as assist in the establishment of the clinical practice to include policy writing. NAICS / PSC The NAICS code for this requirement is 621112 Offices of Physicians, Mental Health Specialists. The size standard for NAICS 621112 is $11.0 Million. The Product Service Code for this requirement is Q159 Medical Service - Psychiatry. PERIOD OF PERFORMANCE The duration of this requirement is 365 calendar days from date of award. SUBMISSION Responses to this SOURCES SOUGHT shall be limited to 10 pages and shall include the following information in response to this announcement: 1. Firm/Practice name, address, point of contact, phone number, and email address; 2. Firm/Practice interest in bidding on the solicitation when it is issued; 3. Firm/Practice ability to perform adolescent psychiatry services at a rehabilitation center (include comparable and relevant work performed within the past 5 years). 4. Firm/Practice experience in Dialectical Behavior Therapy and Motivational Interviewing techniques with references within the past 5 years. 5. Firm/Practice experience with Native American adolescents from Federally Recognized Tribes in the State of California. 6. Firm/Practice business size - Large Business (LB), Small Business (SB), 8(a), HUBZone, SDVOSB, WOSB, or Indian Preference.
