- THIS IS A REQUEST FOR INFORMATION ONLY. The Millennium Challenge Corporation (MCC) is currently conducting market research to locate qualified, experienced, and interested potential sources. This is NOT a solicitation or pre-solicitation and this notice does not guarantee that a solicitation will be posted in the future or as an obligation on the part of the MCC. At this time, no solicitation exists; therefore, please do not request a copy of the solicitation. STATEMENT OF WORK Rating of Water and Wastewater Utilities 1. INTRODUCTION The MCC is a Federal Corporation created under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004. With a portfolio of investments for water supply and sanitation exceeding US $1 billion, MCC requires the ability for consistent analysis of water utilities in recipient countries. 2. SCOPE Millennium Challenge Corporation (MCC) requires an auditable rating tool of water and wastewater utilities in MCC Compact countries. MCC seeks a service provider with established experience of implementing a software based water and wastewater utility rating system with other multi-lateral donors. This service provider should be able to illustrate ratings in at least ten utilities in at least five countries, and these examples shall have included audits of the analyses. 3. TASKS The Contractor shall provide a comprehensive, impartial, and reliable evaluation of water utilities in relevant MCC Compact countries. The evaluations shall broadly cover the eight areas listed below: a. Service Quality b. Investment Planning and Implementation Efficiency c. Operating Efficiency d. Business Management Efficiency e. Financial Sustainability f. Access to Service g. Corporate Governance h. Environmental Sustainability The tasks below describe the universe of possible utility assessments to be requested: Task 1 - Initial Evaluation and Certification (12 month effort) The Contractor shall provide appointed utility staff with the software for the evaluation, familiarize them with the system and train to collect the requisite data for the evaluation. Additionally, after the data collection is complete, the Contractor shall conduct a quality control audit prior to contracting for an external audit of the evaluation. The contractor shall also conduct an evaluation/certification workshop with the utility after the external audit to point out areas of good performance and areas for improvement with clear instructions on how improvements can be made. Task 2 - Re-evaluation (6 month effort) The Contractor shall instruct utility staff to collect relevant data. The contractor shall analyze the data and conduct a workshop with the utility to assess the results and develop an action plan for future use. Task 3 - Re- Certification (12 month effort) The Contractor shall instruct the utility staff to collect the requisite data for the evaluation. Additionally, after the data collection is complete, the Contractor shall conduct a quality control audit prior to contracting for an external audit of the evaluation. The contractor shall also conduct an evaluation/certification workshop with the utility after the external audit to point out areas of good performance and areas for improvement with clear instructions on how improvements can be made. 4. DELIVERABLES • Progress Reporting on Status of Audit • Report of Evaluation Details and Water Utility Certification • Train Water Utility Staff • Conduct workshops • Audit Report with Executive Summary and Recommendations 5. SUBMISISON REQUIREMENTS Respondents must provide, as part of their response, (1) current capability and capacity to perform the service, including experience providing this service to countries outside the United States and (2) an example of an evaluation/certification of a utility similar to this requirement (MCC will accept a redacted example, if necessary). Interested vendors should submit a tailored capability statement for this requirement, not to exceed 5 single-sided pages (including all attachments, resumes, charts, etc.) presented in single-space and using a 12-point font size that clearly details the ability to perform the aspects of the notice described above. (NOTE: All questions/comments related to the SOW are not subject to the page limitation.) Please furnish your DUNs number, cage code and business size (Woman-owned, Small Business, Large Business, Disadvantaged Business, Hub zone, etc.) in your response to this sources sought announcement. In the event that two (2) or more qualified small businesses express an interest in this effort, the Government reserves the right to restrict any potential solicitation to a small business set-aside. MCC invites all questions and comments with regards to this RFI and the Statement of Work. All Capability Statements, questions or comments sent in response to this RFI notice must be submitted electronically to tuttt@mcc.gov in MS Word, or Adobe Portable Document Format (PDF), by Tuesday, August 11, 2015 at 2:00 PM, Eastern Daylight Time. Please Note: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the contractor's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be issued. However, responses to this notice will not be considered adequate responses to a solicitation.
