- PURCHASE AND DELIVERY OF GRAVEL, ST CROIX NATIONAL SCENIC RIVERWAY ¿ this is a combined synopsis /solicitation for commercial items in accordance with FAR 12.603 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation (issued as a Request for Quotation); quotations are being requested and a written solicitation will not be issued. To receive an award as a result of this solicitation, vendor must be registered in the System for Award Management (www.SAM.gov) and possess and maintain a valid Dun & Bradstreet number. Offerors must comply with all instructions contained in the Internet Payment Platform (IPPD) DOI Electronic Invoicing system. The Contractor must use the IPP website to register, access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) within 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. Responses through email are the preferred method. Email responses to patrice_pittman@nps.gov (with the subject clearly annotated ¿Gravel for SACN ¿). Offers by transmitted facsimile (fax) will also be accepted at (402) 661-1665. Description: The National Park Service is seeking a qualified firm to provide gravel needed for the ST CROIX NATIONAL SCENIC RIVERWAY as follows: A.Delivery of rock will be located at various locations within the St. Croix Natl. Scenic Riverway, head quartered at 401 Hamilton St. St. Croix Falls, WI 54024 on an as-needed or requested basis. Personnel authorized to make requests for gravel will call at a minimum one week in advance for delivery. B.The dump sites for the gravel may be located anywhere within the 250 miles of the park from Gordon Dam on the Upper St. Croix to Stillwater, MN and including the Namekagon from Trego, WI to Lake Namekagon. C.The contractor is to provide a delivery ticket / sales slip when the delivery is made. D.Period of performance is September 1, 2015 through August 31, 2016. Plus one option year, September 1, 2016 through August 31, 2017, to be exercised at the discretion of the government. All responsible sources may submit an offer, which will be considered by the Government. A firm fixed price award will be made to the responsive, responsible offeror providing the lowest delivered price technically acceptable product. Quotes are to be provided in accordance with the following: Base Year (9/1/15 ¿ 8/31/16) Item 0010: 3 / 4 inch base class 5 gravel, 136 (est) TONS Item 0020: 2361 modified (1/2 minus), 68 (est) TONS Item 0030: Trap Rock sand, 51 (est) TONS Item 0040: 3 inch to 6 inch rock, 68 (est) TONS Option year I (9/1/16 ¿ 8/31/17) Item 1010: 3 / 4 inch base class 5 gravel, 136 (est) TONS Item 1020: 2361 modified (1/2 minus), 68 (est) TONS Item 1030: Trap Rock sand, 51 (est) TONS Item 1040: 3 inch to 6 inch rock, 68 (est) TONS Deliver to: ST CROIX NATIONAL SCENIC RIVERWAY, Stillwater, MN, FOB destination. Locations for specific delivery of gravel will be provided upon individual task orders. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 05-83, dated 02 July 2015. This acquisition is a 100% small business set aside, using NAICS 423320, size standard ¿ 100 employees or less.
