Description

THIS IS A PRESOLICITATION NOTICE ONLY (as described in FAR 5.204), this is not a solicitation. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. The Department of Veterans Affairs (VA), Office of Human Factors Engineering (HFE) has a requirement for services to recruit Veterans for various human factors engineering studies. HFE seeks a commercial partner to assist with recruitment of Veterans who are available to participate in studies and provide substantive feedback regarding new web-based and mobile products being developed by the VHA and its organizational partners. The Contractor shall be responsible for screening, recruiting based on study-specific criteria, scheduling Veterans for studies, and for coordinating and documenting the studies. The Government will be responsible for facilitating all studies. The NAICS code for this solicitation is 541611 and the small business size standard is $15 million. The Government anticipates awarding a single contract for services. All responsible small business sources (under applicable NAICS 541611) may submit a proposal, which if timely received and responsive, shall be considered by this agency. The Government anticipates posting Request for Proposal (RFP) VA119A-15-R-0177 to Federal Business Opportunities (FedBizOpps) on or about August 5, 2015. No solicitation packages will be mailed. Responses must be in accordance with the instructions provided within the RFP. It is the offeror's responsibility to monitor the FedBizOpps website for changes or amendments.
