JUSTIFICATION FOR SINGLE BRAND AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: Various sized screws, plates, drill bits, guidewires, and ratchets which are designed to work with Arthrex cannulated screws, plates, drill bits, guidewires, and ratchets. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE BRAND, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: These are the tools that are currently being used by the Billings CBOC. Due to the VA rule that we must have a duplicate set of instruments on hand at all times, we are looking to purchase an entire set of these screws to have on hand just in case we need an extra, and these tools must be an exact match. 4. REASON THAT SUGGESTED BRAND IS THE ONLY BRAND, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: These are the only tools that the surgical team uses and needs and currently has on hand. Purchasing a different brand would result in an unnecessary and wasteful duplication of spending. 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: Although there are other cannulated screw sets available from multiple sources, no other set of tools is acceptable as the CBOC requires an exact duplicate backup set. Due to the VA rule that we must have a duplicate set of instruments on hand at all times, we are looking to purchase an entire set of these screws to have on hand just in case we need an extra.
