Description

The Department of Veterans Affairs, Network Contracting Office (NCO) 17, intends to award a firm fixed price services contract with a one-year base term and four, one-year options to Hologic LP of Marlborough, MA, to provide the following services for two Hologic Thinprep 2000 cytometer devices located at the Audie L. Murphy Veterans Medical Center (ALM-VAMC) that perform gynecological PAP smears: Unlimited on-site service support by a contractor Field Service Engineer (FSE) shall be available Monday through Friday 8 a.m. to 5 p.m. local time (excluding Federal holidays). ALM-VAMC may contact the contractor Customer Support Center 24 hours per day, five days a week to report service issues. All requests for repair service will be dispatched within 24-hours. Cost for all repairs and annual preventive maintenance (PM) parts shall be included. The ALM-VAMC will not be charged shipping costs for repair/PM Parts. Unlimited on-site troubleshooting by a contractor Technical Application Specialist (TAS) shall be available Monday through Friday 8 a.m.to 5 p.m. local time. Five (5) days of applications support (i.e. instrument move assistance, protocol assistance, on-site operator training) by a TAS shall be available Monday through Friday 8 a.m. to 5 p.m. local time. The contractor shall include the installation of all operational modifications by a FSE during the next scheduled service visit. The requesting location is South Texas Veterans Health Care System (STVHCS), Audie L. Murphy Veterans Medical Center, 7400 Merton Minter Blvd., San Antonio, TX, 78229. NAICS 811219 applies. The statutory authority permitting other than full and open competition is 41 U.S.C.253 (c) (1), as implemented by Federal Acquisition Regulation (FAR) subpart 8.405-6 (B) only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The described contract insures the filling of recurring needs for services for the use of these devices located at the STVHCS, and only Hologic can fulfill this requirement. No other company is expected to respond to this requirement. Period of Performance shall be from the date of award, and extends for 12 months with four (4) option periods. This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the contractor journeyman contracting specialist at gerald.hyndman@va.gov no later than August 13th, 2015, at 12:00 PM CT. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
