Description
1. NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purpose only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 325920 which has corresponding size standard of 750 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small business to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The government request that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar procurement offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: This announcement constitutes a Sources Sought Synopsis. The United States Air Force (USAF) is seeking potential contractors to become an approved source to provide SEMTEX ® 1A plastic explosive, NSN 1375-01-486-9430. SEMTEX ® 1A is manufactured by Explosia a.s. in the Czech Republic. It is a 0.23 kg (0.5 lb) red to reddish brown brick wrapped in polyethylene, and contains PETN, styrene-butadiene rubber, hydrocarbon oil, and dye. The anticipated annual or 3-5 multi-year option requirement for SEMTEX replacement is for approximately 500-1400, 0.5 lb. half pound blocks annually. Primary use is for the Canine Military Working Dog scent kit to detect and defeat Unexploded Ordnance (UXO) and Improvised Explosive Devices (IEDs). Please note these numbers are estimates and in no way obligate the US Government. The Government has not formalized an acquisition strategy. There is no solicitation and there is no other information available at this time. Only sources that response to this source sought will be accepted. Questions regarding the scope of work or acquisition strategy will not be accepted. Interested offerors should respond to this synopsis within 30 days following the publication of this notice. Responses must clearly demonstrate the qualifications, capability and expertise of the vendor. Responses to this notice will be used as part of the market research that will be used to develop the acquisition strategy to satisfy this potential requirement. Any information submitted by respondents to this notice is strictly voluntary. Also, in order to protect the procurement integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
