Description
SPAWARSYSCEN Atlantic intends to award on a sole source basis, a commercial firm-fixed price service contract to Hansa Consult of North America (HCNA), 200 International Drive, Portsmouth, NH 03801-6834 for the technical support, maintenance and certification of Hansas electronic fuel pipeline leak detection systems installed at Department of Defense (DoD) bulk fuel terminals worldwide, operated by the Navy, Air Force, Army and Marine Corps. Below depicts a sample of the system components. System Equipment: HCNA Software Version 2.0 and HCNA Software Version 2.1 (Software required to operate HCNA Leak Detection System), HCNA Leak Detection Hardware (Mechanical system required for pressurization/depressurization of the pipelines), HCNA Leak Detection Automation Equipment (Automation equipment, including Programmable Logic Controller, server, monitor, etc. required for displays and control of leak detection test) HCNA has the proprietary rights and is the Original Equipment Manufacturer (OEM) of these assets. The estimated value of this contract is $20,000,000. Authority for other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. North American Industry Classification System (NAICS) codes applicable to this procurement are and 541330. This notice of intent is NOT a request for competitive proposals. All interested sources must respond in writing with sufficient information to establish capability to fulfill the requirement within fifteen (15) days of this publication. Verbal responses are not acceptable and will not be considered. A determination by the government not to compete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
