- SOURCE SOUGHT THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. IT IS NEITHER A SOLICITATION ANNOUNCEMENT NOR A REQUEST FOR PROPOSALS OR QUOTES AND DOES NOT OBLIGATE THE GOVERNMENT TO AWARD A CONTRACT. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. RESPONSES TO THIS SOURCES SOUGHT MUST BE IN WRITING. THE PURPOSE OF THIS SOURCES SOUGHT ANNOUNCEMENT IS FOR MARKET RESEARCH TO MAKE APPROPRIATE ACQUISITION DECISIONS AND TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED NURSING HOMES IN DUTCHESS, PUTNAM AND/OR ORANGE COUNTY WITH VENTILATOR CARE INTERESTED AND CAPABLE OF PERFORMING THE WORK. DOCUMENTATION OF TECHNICAL EXPERTISE MUST BE PRESENTED IN SUFFICIENT DETAIL FOR THE GOVERNMENT TO DETERMINE THAT YOUR COMPANY POSSESSES THE NECESSARY FUNCTIONAL AREA EXPERTISE AND EXPERIENCE TO COMPETE FOR THIS ACQUISITION. SERVICES DISABLED VETERAN OWNED SMALL BUSINESS, VETERAN-OWNED SMALL BUSINESS, 8(A), HUBZONE, WOMEN OWNED SMALL BUSINESS, SMALL DISADVANTAGED BUSINESS, OR SMALL BUSINESS HUBZONE BUSINESS AND (I) MUST PROVIDE A CAPABILITY STATEMENT THAT ADDRESSES THE ORGANIZATIONS QUALIFICATIONS AND ABILITY TO PERFORM AS A CONTRACTOR FOR THE WORK DESCRIBED BELOW. SYNOPSIS: The Department of Veteran Affairs, North East Consolidated Patient Account Center (NECPAC) has a requirement to provide secure Internet-based access for insurance carrier eligibility and benefits verification, claim status inquiry, report capabilities, and other services as selected by the NECPAC and the ability to verify current home addresses of Veterans who have mail returned to the NECPAC and for access to credit reports to determine financial position during first party account reviews. Access to information shall be web-based with no additional hardware or software requirements. THE SCOPE OF SERVICE INCLUDES BUT IS NOT LIMITED TO: 1. The contractor shall provide the necessary implementation (Set-Up) for Internet-based access to include issuance of individual access (log-on) codes for NECPAC staff. 2. The contractor shall provide on-site group and individual training for NECPAC staff at start-up. Additional training may be negotiated between contractor and NECPAC staff. 3. The contractor shall aggressively pursue secure Internet-based access with additional insurance carriers as requested by the NECPAC. 4. Contractor shall provide all labor, materials, transportation, and supervision necessary to provide services. Unclear policies shall be discussed with the NECPAC for clarification. 5. The contractor must specify a contact/liaison person, and alternate, and phone numbers for the duration of the work. 6. Services provided shall have multiple options available and require minimal patient information to obtain eligibility responses. Services shall allow VA to search for eligibility on up to 20 patients at one time. Inquires shall be run by date of service to check for current and past periods of eligibility. 7. The contractor shall provide secure internet-based access to patient locator inquires utilizing either social security number or patient name and last known address. Address verification shall allow the user to search for current and previous address (es) by entering either the social security number or the name and last known address. Access to information shall be web-based with no additional hardware or software requirements. 8. Eligibility results shall print directly from the screen and shall allow for copying and pasting of responses into other systems. 9. National Payer List of insurance carriers shall be comprehensive and contain all major health insurance carriers located in Maine, Vermont, New Hampshire, Connecticut, Rhode Island, New York, Pennsylvania, West Virginia, New Jersey, and Delaware. 10. Access to Medicare and Medicaid shall contain all major payors. 11. Access to Tricare. 12. Credit Reporting and credit scoring shall contain comprehensive demographic information, credit, collection and public record data. 13. Contractor shall provide telephone help desk service 24/7. 14. Contractor shall be in full compliance with Health Insurance Portability and Accountability Act of 1996 (HIPAA) and shall be Claredi Certified.
