- REFERENCE: N1023-15-0010 Military Sealift Command - Norfolk, VA (MSC) intends to issue a Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract to a single source under the authority of FAR 6.302-1(a)(2)(iii), "only one responsible source and no other supplies or services will satisfy the agency requirement," on or about 24 December 2015 to GE Energy Power Conversation USA, Inc. The ordering period will include a 1 year base period with 4, 1 year option periods. The purpose of this contract is to provide all management, supervision, personnel, labor, materials and equipment (except for Government furnished items) required to maintain and support the Machinery Plant Systems/Components and the Machinery Centralized Control System (MCCS) on the Military Sealift Command (MSC) T-AKE Class Vessels and the Power Take Off (PTO)/Power Take In (PTI) systems on five of MSC's T-AO Class vessels. Support shall include periodic equipment grooms, technical representative visits, telephone consultations, remote technical support via e-mail and phone, hardware and software configuration management services, new/overhauled parts supply, training, and other related tasks. As GE Energy Power Conversation USA, Inc. is the Original Equipment Manufacturer (OEM), the Government believes they are the only contractor that can satisfy the requirement. The proposed contract is a follow-on to N00033-12-D-8023, under which GE Energy Power Conversation USA, Inc. provided OEM maintenance and support to the MCCS on MSC T-AKE class vessels. The OEM rights for these systems are owned by GE Energy Power Conversation USA, Inc. Accordingly, the engineering and construction drawings and technical characteristics for the manufacture of parts for these systems are proprietary to GE Energy Power Conversation USA, Inc. This procurement is a FAR Part 12 acquisition being conducted using FAR Part 15 procedures. The North American Industry Classification System (NAICS) code for this requirement is 541330 with the size standard of $38.5 million. This notice of intent is not a request for proposals or quotes; however, all responsible contractors are requested to provide company and technical information if they believe they are capable of fulfilling this requirement. Any potential responses to this notification are required to be submitted electronically (e-mail) using either the Portable Document Format (PDF) or Microsoft Word format and address to Mr. Elijah Horner at Elijah.horner@navy.mil. Responses shall not exceed fifteen pages in length and must be received no later than 4:30PM ET on 18 August 2015. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
