Description
NASA The National Aeronautics and Space Administration (NASA) Headquarters (HQ) is seeking capability statements from all interested parties, including Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Economically Disadvantaged Woman Owned Small Business (ED-WOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), SBA certified Historically Underutilized Business Zone (HUBZone) businesses, and Historically Black Colleges and Universities (HBCU)/ Minority Institutions (MI) for the purposes of determining the appropriate level of competition for a Grant or Cooperative Agreement to conduct NASA Open Innovation Research. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB) or Economically Disadvantaged Woman Owned Small Business (ED-WOSB), Service Disabled Veteran (SD-VOSB), or SBA Certified HUBZone business set-aside based on responses hereto. The NASA HQ requirements for the prospective effort include the following: (1)RESEARCH: Conduct research on an empirically-validated science of formulation of open innovation tournaments such that the relevant (internal and external) design parameters underlying effective distributed innovation practices can be identified and verified. This research will involve NASA and other Government Agencies. (2)EXECUTION: Evaluate open innovation tournament architecture and efficiency based on scientifically-derived classes of problem formulation and objective scoring mechanisms. (3)EDUCATION: Provide summaries, presentations, and training of all available research (both internal and community) to educate, grow, and foster the use of open innovation at NASA and other Government Agencies The North American Industry Classification System (NAICS) code for this procurement is 927110 - Space Research and Technology. Estimated award date for this contract is October 1, 2015. Estimated award amount is between $150,000 and $250,000 for one year.We plan to use a Grant or Cooperative Agreement for a base period of one year with options to renew in following Fiscal years. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these sites for the release of any solicitation or synopsis. NASA is requesting that interested offerors/vendors submit a Statement of Capability (SOC) of describing their specialized capabilities to meet the above requirement. Potential sources must submit a written SOC to the contact listed in this announcement. The SOC shall contain pertinent and specific information addressing these areas: (1)For RESEARCH: Demonstrate your capability to conduct multiple independent research threads for multiple organizations. Identify the qualifications of researchers who will conduct this effort, and the breadth of your research portfolio. It is acceptable to provide resumes of individuals performing the effort as additional material. (2)For RESEARCH: Enumerate your organizations peer-reviewed published papers relevant to open innovation, and the impact of those papers within this field of research. It is acceptable to provide a complete list of peer-reviewed papers as auxiliary material to aid evaluators in establishing relevance. (3)For EXECUTION: Demonstrate your organizations experience in scientific based formulation and objective scoring of open innovation tournaments. (4)For EXECUTION: Enumerate your organizations specific efforts using Data Analytics and/or Data Science to formulate open innovation challenges. (5)For EDUCATION: Demonstrate the breadth your open innovation educational activities including workshops, courses, online presence, and executive education. (6)For EDUCATION: Enumerate your specific open innovation education activities in the last five years. All submissions are limited to 15 pages. Resumes or personnel who will perform the effort, and a list of publications will be accepted as additional material. Links to public web sites to show existing capabilities will also be accepted. Responses must include the following: name and address of firm, DUNS number, size of business; average annual revenue for past 3 years and number of employees; ownership; whether they are large, small, small disadvantaged, 8(a), Woman-owned or Economically Disadvantaged Woman Owned, Veteran Owned, Service Disabled Veteran Owned, SBA certified Historically Underutilized Business Zone and Historically Black Colleges and Universities)/Minority Institutions. All questions should be directed to jason.crusan@nasa.gov. This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement.
