Description
1. This is a combined synopsis/solicitation for commercial services- prepared in accordance with Federal Acquisition Regulation (FAR) 12.6, and supplemental information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This combined synopsis/solicitation will result in a firm fixed price commercial item contract. 2. The solicitation number for this effort is AG-6395-S-15-0151 and this combined synopsis/solicitation is issued as a request for quotation (RFQ). 3. The solicitation document and incorporated provisions are those in effect through Federal Acquisition Circular 2005-82, effective 08 June 2015. 4. This Solicitation is issued as a total small business set-aside. The appropriate NAICS code is 333314, Optical Instrument and Lens Manufacturing. The small business size standard is 500 employees or less. 5. Line Items: 001 IR Hunter Mk II 35mm Thermal Scope 5EA UNIT PRICE=____ TOTAL PRICE= ________ 6. This is a brand name or equal acquisition for IR Hunter Mk II 35mm Thermal Scope (640 x 480) Requirements: • Manufacturer: IR Defense Corporation • Model: IRHM2-640-35 • Turret style menu selectors • Enhanced Target Recognition (ETR). • Sensor: Vanadium Oxide, Uncooled Microbolometer • Detector: 640 x 480 BAE 12um • Spectral: 8-12 µm • Sensitivity: <50mk • Start-Up: >4 Seconds • Display: MILSPEC Emagin OLED • FOV:12°Focus: Manual • Frame Rate: 60 Hz (includes 30 Hz Power Save Mode) • Reticles: TCR, TDR, TSR • Objective Lens: 35mm f/1.2 • Polarity: Black hot/white hot • Analog Video: RS-170Eye • Relief: 27mm Although multiple Thermal Weapons Sights are available for purchase with the same thermal cores (640x480) and a 60hz refresh rate, only the IR Hunter Mark II (Part No. IRHM2-640-35) has turret style menu selectors (that we know of). Other thermal weapons sights have push-button menu selectors which are difficult to work in the dark. Our field employees also work in extremely cold weather and the use of gloves greatly hinders the use of push-button style selectors. The turret style menu selectors allows for quick menu selection, even with gloved hands. 7. Date and Place of Delivery and acceptance and FOB point: All work performance upon completion must be delivered FOB Destination to USDA, APHIS, WS, 9134 W Blackeagle Dr, Boise, ID 83709 by 09/30/2015. 8. The provision at 52.212-1 Instructions to Offerors - Commercial applies to this solicitation. 52.212-1 ADDENDUM i. Quotations must include the following: a) Solicitation number, company name, address, DUNS number, point of contact information. b) Prices for the items, CLINS 0001 which provides the total price and delivery cost c) Delivery Lead Time d) A completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items or if not completed in SAM.gov. ii. In accordance with Federal Acquisition Regulation (FAR) Subpart 9.1, a prospective contractor may be requested to provide additional information in order to assist the Government in making a responsibility determination. iii. The following paragraphs are deleted from 52.212-1: (d) product samples, (e) multiple offers, (h) multiple awards, and (i) availability of requirements documents cited in solicitation. iv. If an offerors quote does not contain all of the items listed above, the quote may be considered incomplete for evaluation purposes and no further consideration will be given to the offerors quote, thereby making an offeror ineligible for award. 9. The provision at 52.212-2 Evaluation - Commercial Items applies to this solicitation. The Government will award to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotations: Low-cost technically acceptable. 10. The provision 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this solicitation. Offerors must complete online representations and certifications in the System for Awards Management (SAM) at www.sam.gov. 11.
