Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Lymphoid Malignancies Branch (LMB), plans to procure on a sole source basis a service contract for a NextSeq 500 machine, from Illumina, Inc., 5200 Illumina Way, San Diego, CA 92121-1975 United States. This acquisition will be processed in accordance with simplified acquisitions procedures as stated in FAR Part 13 13.106-1(b)(1) and is exempt for the requirements of FAR Part 6. The North American Industry Classification System code is 811219, and the applicable business size standard is $19.0 Million. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. The period of performance shall be for twelve months from the date of award. The Lymphoid Malignancies Branch (LMB), has been an exemplar of translational research. The LMB primary interests of the Branch concern the identification of abnormalities to the regulation of the immune response and the definition of molecular disorders that underlie lymphoid malignancies. The fundamental laboratory-based studies concern molecular biology of human lymphoid malignancies, (Louis Staudt); the Staudt Laboratory uses genomic approaches to establish a molecular diagnosis of lymphoid malignancies and to discover new targets for therapy of these diseases. The NextSeqTM 500 Sequencing System is the only desktop next-generation sequencing (NGS)system capable of sequencing a 30x human genome in a single run. Its simple workflow and quick run times enable the fastest desktop sequencing of exomes, transcriptomes, and whole genomes. Applying the NextSeqTM 500 Sequencing System enables NCI to determine malignant mechanisms in lymphoma and allows the LMB to fulfill NCI's mission in developing novel treatments for these diseases. A sole source to Illumina Inc. is intended for this order; based on the fact the Illumina's sequencing portfolio is the most comprehensive in the world; the sequencer packs high-throughput performance into an affordable desktop form factor, enabling researchers to perform the most popular sequencing applications in less than a day; including one whole human genome and up to 16 exomes, up to 20 non-invasive prenatal testing samples, up to 20 transcriptomes, up to 48 gene expression samples and up to 96 targeted panels. In order to assure this instrument is available and in good working conditions at all times, NCI must secure a follow on maintenance support agreement with Illumina Inc. The contractor shall provide: •Unlimited access to telephone technical support •One pre-scheduled on-site preventative maintenance and diagnostic servicing •All updates of proprietary software and firmware during the coverage period •All maintenance services shall be performed in accordance with the manufacturer's standard maintenance practices by manufacturer certified technical representatives Lastly, due to the nature and complexity of the instrument, the original manufacturer is the only vendor qualified to provide: original parts, software upgrades to the proprietary software, product corrective actions, and telephone technical and troubleshooting assistance. The manufacturer will replace and/or repair all defective parts on an unlimited basis. Timely repair is necessary for these busy core lab instruments. Thus based on this information Illumina Inc. is the only known source for this service. No other repair service has access to the proprietary parts that Illumina uses on its instruments, or the ability to respond to a service call within 24- 48 hours, which the manufacturer will guarantee. This is not a solicitation for competitive quotations. However, if any interested party especially a small business, believes they can meet the above requirement, may submit a quote and statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. All questions, quote, and the capability statement must be received electronically (via email) to Ms. Gwennifer Epps, Contracting Officer, at ge50d@nih.gov in MS Word or Adobe Portable Document Format (PDF) by August 21, 2015 no later than 11:00 AM EST. No telephone calls or facsimiles will be accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA), through sam.gov.
