MEMORANDUM FOR ALL INTERESTED PARTIES FROM: 36 CONS/LGCB Bldg 22026 Unit 14040 Andersen AFB, Yigo, GU 96929 1. FA5240-15-Q-M015 (CONS) Office Furniture is hereby issued as a request for quotes. *** Notice to Offerors : Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred as a result of this request for quotation.*** ***Offers must be valid thru 30 September 2015 to be accepted*** 2. The following solicitation document, incorporated provisions, and clauses are in effect through Federal Acquisition Circular 2005-83. 3. This solicitation has been set aside for 100% Small Business under the 337214 NAICS Code, with a small business size standard of 500 employees. 4. The Government request quotes for the following items; CLIN DESCRIPTION QTY 0001 Room 168 IAW Attached SOW 1 0002 Room 171 IAW Attached SOW 1 0003 Room 179 IAW Attached SOW 1 5. Contractors shall submit a quote for office furniture IAW the Statement of Work. The contractor shall also submit the specifications for each part sufficient for evaluation. After award, these documents will become part of the contract. All responsible sources may submit a quote, which shall be considered. A firm fixed price contract is contemplated. a. Contractor will deliver all items to Andersen AFB, Guam. Unit 14040 Building 22026 Andersen AFB Yigo, GU 96929 6. FAR 52.212-1 Instruction of Offerors -- Commercial applies to this acquisition. 7. FAR 52.211-6, Brand Name or Equal 8. FAR 52.212-2 Evaluation -- Commercial Items applies to this acquisition. The evaluation factors are as follows; a. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Price b. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. 9. FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items applies to this acquisition. This means that the contractor must have a valid Representations and Certifications filed in the System for Award Management (SAM) or provide the government a completed copy of the record. 10.
