- The purpose of amendment 002 is to extend the response date from August 13, 21015 to August 18, 2015, 12:00pm EST AND to provide the following questions and answers: Q1. What is the period-of-performance and will NIST modify the solicitation to include option years? R.1: The period-of-performance for this solicitation is October 1, 2015 - August 31, 2015. No. This solicitation will not be modified to include option years. Q2. Who is the incumbent contractor and what price is the current contract? R1. The current contractor is Reed Elsevier, Inc. The current contract is for $30,998.00. Q3. How far back does NIST's existing data set go and what are the requirements for how historical data is displayed/tracked in the new tracking system? R3. One year with older items (from prior two years) stored in our archive files Q4. Do the regulations have unique IDs/numbers assigned to them by the current contractor that would need to be carried forward in the new database? R4. The current contractor does add a symbol provided by NIST to "actionable" proposedand final regulation. There are typically no more than 200 items per year that will need to have the NIST symbol assigned to them. Q5. How many bills have been included and excluded from the NIST database so far this legislative session? And in previous sessions? How many regulations have been included and excluded from the NIST database so far in 2015? R.6. So far this legislative session, our contractor has added legislative2,931 items to our data set/watch list and 11,773 regulatory items to the regulatory watch list. We are unable to provide information from previous sessions at this time. Q.7. Describe the preferred formatting/components of the reports. In addition to e-mail alerts, does NIST require written/narrative analysis of bills and regulations in a Word or PDF-type documents? R.7. NIST requires separate e-mail messages each day for 1) new proposed regulation 2) proposed regulations NIST is tracking that is revised and/or becomes final regulation and 3) legislation signed by the governor. Each item in the report shall have a brief summary for each (proposed) regulation or legislation included, along with the identification number assigned by the state. NIST does not require written/narrative analysis of bills and regulations in Word format or PDF. NIST requires to have all items of potential interest to NIST flagged by the contractor, with irrelevant items included in the report subsequently removable by NISTIST or the contractor from our dataset/watch list. Q.8. Does NIST have any advocacy or lobbying needs? R.9. No. However, NIST will need contact information for the relevant regulatory authorities if we have technical questions about any of the regulations that are relevant to and flagged for NIST review. All other terms and conditions remain unchanged.
