- Support Services/Supplies(Burma Hazards Project): The Department of the Interior, United States Geological Survey (USGS), plans to solicit a requirement on a single source basis. The Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1) specifies that Contracting officers may solicit from one source, if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The contract action will be a purchase order for support services and materials to provide coordination and on-site support to an ongoing USGS project to upgrade the seismic monitoring system in the country of Burma (Myanmar). This will be a new purchase order, expected to be performed within 90 - 120 days after award. The proposed awardee for this action is the Regional Integrated Multi-Hazard Early Warning System (RIMES) organization, a foreign non-profit entity based in Klongluang, Thailand. As part of a USAID-funded project to upgrade the seismic network in Burma, USGS is engaged in a project to upgrade five seismic monitoring sites and the Burma network for earthquake monitoring. The Burma network is operated by the Burma Department of Meteorology and Hydrology (DMH). Separately and unrelated to this, RIMES is engaged in a similar project (funded through non-US sources) with the Burma DMH to upgrade 10 other seismic sites in Burma, to supplement and enhance the country of Burma's capabilities, and to enhance and improve the regional tsunami hazard mitigation and seismic detection network. Due to the circumstances of RIMES' immediate presence and availability to perform work in country, potential duplication of costs, and issues of compatibility, coverage of interim telemetry costs, and access and knowledge of the various government and non-government entities involved with these projects, RIMES is in a unique position to fulfill this requirement with little or no ramp up time. The regional hazards network is considered a critical resource for saving lives, and the implementation schedule is of utmost importance. Further details of the proposed action and decision to proceed on a single source basis are contained in the single source justification document (available upon request). Interested parties should contact the Contracting Officer immediately, but in any case prior to the closing date of this announcement, if there is a desire to be considered for this award. Interested parties should review the factors in the single source justification (attached) to review the rationale and factors leading to the single source decision; and be prepared to provide details to the Contracting Officer that your capabilities, availability to commence work immediately, familiarity with the regional hazards networks, contacts with the various countries, agencies, and NGA's involved, and ability and willingness to cost share could offer the USGS a more advantageous approach than the single source award proposed to be conducted here.
