Description
(i) "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued." (ii) The solicitation number is HHS-NIH-NHLBI-CSB-(HG)-2015-205-DLM and the solicitation is being posted as a request for proposal (RFP). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83, August 5, 2015. (iv) This is NOT set-aside, the associated NAICS code is 423450, Medical, Dental, and Hospital Equipment and Supplies Merchant Wholesalers and small business size standard is 100. The acquisition is being conducted in accordance with the procedures of FAR Part 12 and FAR Part 13. All responsible offerors may submit a proposal, which if timely received, shall be considered by the agency. Offers are due by 7:30 A.M. Eastern Time (EST) on August 17, 2015. (v) Background: The National Institute of Health (NIH) is the nation's leading medical research agency and the primary Federal agency mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people's health and save lives. The National Heart, Lung, and Blood Institute (NHLBI) provides global leadership for a research, training, and education program to promote the prevention and treatment of heart, lung, and blood diseases and enhance the health of all individuals so that they can live longer and more fulfilling lives. The Biochemistry and Biophysics Center carries out research that brings chemical and physical approaches to the study of biological problems. The principal investigators of the Center focus on topics that range from DNA transcription to cellular degeneration. To elucidate the mechanisms involved in these diverse processes, the investigators develop instruments and techniques to resolve, quantify, model, manipulate, and simulate biological mechanisms at molecular and cellular levels. The focus of Center research is to develop both experimental and theoretical models of biomolecular structure, and use these models to discover the link between the structure, function, and regulation of biologically active molecules and processes. Understanding and elucidating the mechanism of enzymes is one of the fundamental questions and goals in biological and biomedical sciences. In the laboratory the scientific researchers investigate the activities and mechanisms of two different types of enzymes - DNA helicase and DNA Topoisomerases at the single-molecule level. Both of enzymes are of significance and tightly related to maintaining genomic stability and eventually cell survival. Since researchers look into a single enzyme one at a time, there is a need to go through three rigorous processes: Enzyme preparation, functionality and activity test of the enzyme of interest, and developing an optimal assay for studying the enzyme of interest at the single molecule level. During the enzyme preparation step, researchers will use the plate reader to quantify the enzymes and confirm their proper modifications such as fluorescent labelling. In order to further test and measure their robust enzymatic activities, scientific researchers will use the multimode plate reader to perform various measurements such as ADP, or inorganic phosphate quantification, ATPase assay, DNA-protein binding interaction, NADH reduction assay and more. Objectives: The Laboratory of Single Molecule Biophysics uses single-molecule techniques combined with various conventional in vitro assay to elucidate the molecular mechanisms of enzymatic activity and inhibition by chemotherapeutic agents, thus fulfilling the mission of the National Institutes of Health, which is to "seek fundamental knowledge about the nature and behavior of living systems." The instrument for procurement provides researchers a versatile in vitro assay tool. In conjunction with and preparation of single molecule assay, the laboratory researchers require a spectrophotometer and a fluorometer. So far, in order to perform any assays required those equipment, scientific researchers rely on other laboratories. Due to the critical nature, the multimode plate reader that is functionally equivalent will allow researchers to perform various essential assays and experiments that the research laboratory should perform with only one equipment space. The multi-mode plate reader will be the essential equipment that NHLBI Center for Biochemistry and Biophysics will heavily rely on for testing, measuring, and evaluating various reactions and conditions for accomplishing clinical project goals. Anticipated Period of Performance : Delivered Upon Award Procurement: 1. Spark TM 10M multi-mode plate reader with top and bottom fluorescent detection, fluorescent, polarization, and dual injector module; Quantity: One Each. 2. Shipping and Handling. Contractor's Requirements : 1. The System shall provide Lid lifting/humidity control chamber; long term kinetics assays; and edge affects. 2. The System shall provide 5 second ultrafast spectral scanning 3. The System shall provide Fusion Optics which allows for the monochromator and filters to be used in an instrument to collect fluorescence signal intensities. 4. Shall provide NanoQuant Plate that allows researchers to measure microliter volume scale, the cuvette port that allows cuvettes usage and 12 emission and excitation filters for fusion optics. Deliverables: The Contractor shall deliver equipment to NIH, 50 South Drive, Bethesda, Maryland. Inspection and Acceptance : Upon delivery, investigators at the National Heart, Lung and Blood (NHLBI) will and inspect the equipment before acceptance. vi. Place of Performance will be held at NIH Location. vii. The FAR Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is hereby incorporated by reference. EVALUATION OF PROPOSALS: The Government will evaluate proposals that are determined technically acceptable in accordance with the Technical Evaluation factors. The Government intends to award a single contract from this solicitation. The Government reserves the right not to award a contract. Evaluation of Proposals: The Government reserves the right to make an award without discussions based solely upon initial proposals. EVALUATION FACTORS: A. Price (This will be Firm-Fixed Price): An evaluation of the offeror's price proposal will be made to determine if proposed prices are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the technical proposal. Reasonableness determinations will be made by determining if competition exists, by comparing proposed prices with established commercial or GSA price schedules (if applicable), and/or by comparing proposed prices with the Independent Government Cost Estimate (IGCE). viii. The FAR Provision 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition and is hereby incorporated by reference. All Federal Acquisition Regulations (FAR) clauses may be viewed at http://acquisition.gov/comp/far/index.html. The proposal must reference the RFP Number: HHS-NIH-NHLBI-CSB-(HG)-2015-208-DLM.
