- PLANT AND INSTALL LDWP 2015-2016 SYNOPSIS for SOLICITATION NO. R15PS01437 PROJECT DESCRIPTION AND PURPOSE: The objective of this Plant and Install acquisition is to acquire plant supplies and install for activities associated with the restoration and construction activities to restore landscape features. This project is being administered by the Utah Reclamation Mitigation and Conservation Commission (Commission) and U.S. Bureau of Reclamation (Reclamation) for the three geographic units of the Lower Duchesne Wetlands Project. Titles III and IV of Pub. L. 102-575 as amended (Central Utah Project Completion Act; or CUPCA) establish and authorize the Commission to complete the fish, wildlife and recreation mitigation and conservation program for the Bonneville Unit of the CUP. The Commission has made substantial progress with land and water right acquisitions constituting a substantial portion of the mitigation program. The acquired mitigation lands or easements require management, development, and operation and maintenance to provide effective long-term mitigation and conservation. This solicitation is a total small business set-aside. The Government intends to issue a firm-fixed price purchase order to the responsible bidder/bidders who offers the ability to accomplish the technical requirements, past performance, and price outlined in the evaluation criteria. The Government reserves the right to make an award to other than the lowest-priced schedule contractor if the superior technical submission or the submission indicating a reduced performance risk, warrants paying a premium. The purpose of this procurement is to establish a unit cost (cost per plant), to provide the propagation and installation of rooted plant materials in the form of: rooted cuttings and poles for the above mentioned construction sites. The Commission is responsible for reasonably preparing the site for installation. All plant materials shall be installed in accordance with the Tree and Shrub Planting Handbook (Utah Division of State Lands and Forestry, Salt Lake City, UT, 1993) unless modified herein COMPETITION: Solicitation R15PS01437 is anticipated to be a total small business Set-Aside. The requirement shall be procured in accordance FAR 12, Acquisition of Commercial Items and FAR 13, Simplified Acquisition Procedures. It is a 16 month contract covering install and propagation in fall of 2015 and install in the fall of 2016. NAICS AND SIZE STANDARD: The NAICS code for this project is 115112, Landscaping Services with a small business size standard of $7.5 million. SOLICITATION RELEASE DATE: The release date for Solicitation No. R15PS01437 is anticipated to be the week of August 13, 2015. Interested parties are encouraged to monitor this announcement for updates and the release of the solicitation documents. The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov.
