- NASA/ARC plans to issue a Request for Proposal (RFP) for the construction of the new Ames Biosciences Collaborative Facility (N288). The new two-story, 40,000 square foot (sf.) building will consist of approximately 19,000 sf. of wet laboratory and laboratory support space and approximately 21,000 sf. of enclosed and open office space, conference rooms, and break rooms. Some key building features include: - Biosafety Level 2 wet labs with laboratory grade utility systems, such as purified water, instrument grade compressed air, and laboratory vacuum. - A large number of chemical fume hoods and a sophisticated laboratory exhaust system. - Support spaces, including procedure rooms, tissue culture rooms, autoclave/sterilization, and controlled environment rooms. The scope of work shall also include site work, installation of underground utilities, grading and paving, and site landscaping. A previous Sources Sought Notice (NNA15543413L) was posted for this requirement on February 26, 2015 as part of ARC's market research effort. The order of magnitude for the procurement is more than $10 million and the effort shall be completed within 630 calendar days after notice to proceed. This requirement will be issued as a full and open competition procurement. The NAICS Code and small business size standard for this procurement are 236220 and $33.5 million, respectively. All responsible sources may submit a proposal which shall be considered by the agency. NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/p ub_library/Omb.html. No solicitation has been issued; therefore, do not request a copy of the solicitation. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA Business Opportunities page is http://procurement.na sa.gov/cgi-bin/EPS/bizops.cgi?gr=D&pin=. Prospective offerors shall notify this office of their intent to submit an offer. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). The Government intends to hold the Pre-Solicitation Conference (Industry Day) on January 28, 2016, Time: TBD, at NASA Ames Research Center, Moffett Field, CA The anticipated release timeframes of specific procurement actions are as follows: Release of Draft Sections of RFP: January 15, 2016. Industry Day/Site Visit: January 28, 2016 Release of Final RFP: May 2016 Proposal Due Date: July 2016 Contract Award: October 2016 The firm date for receipt of bids or proposals will be stated in the RFP. Drawings will be made available electronically at the time of RFP release. An Interested Parties List will be posted and periodically updated.
