Description
The Bureau of ATF intends to negotiate a sole source award with the International Association of Chiefs of Police (IACP) of Alexandria, VA for for the Leadership in Police Organizations (LPO) program. The LPO provides the required courses and represents the opportunity to meet performance improvement requirements according to ATF's mission and strategic goals. The LPO program at the IACP is highly specialized for law enforcement organizations. This is a three week course delivered over a three-month period. a. IACP provides a unique opportunity that matches ATF's Executive Leadership Development Program and leadership performance improvement requirements. b. The LPO program is specifically designed for law enforcement officials. The LPO Program was initially funded (over $1.2M) by DOJ through grants from the Community Oriented Policing Services (COPS) Office. Additional curriculum development funding was subsequently provided by IACP and Motorola resulting in over $1.6M invested in curriculum development. c. The LPO program is unique. The program focused on behavioral science theories within the context of the law enforcement operational environment. Consultants from West Point, Los Angeles Police Department and ten (10) other law enforcement organizations have contributed to curriculum development and this ensures that materials and case studies are reflective of the unique challenges faced in law enforcement operations. d. The LPO Program's participants include over 30 U.S. law enforcement organizations, three Canadian provinces, and other international partners. The materials have been proven effective as a result of this broad experience. e. Included in the training partnership with IACP is access to service marked and copyrighted materials that either are the intellectual property of IACP or for which IACP has been granted the permission to use them in this program. Thus, through this agreement ATF will have access to and permission to use the intellectual property of IACP and its partners that cannot otherwise be procured on the open market. The materials include lesson plans, power points, class exercises, and case studies that are the intellectual property of IACP. ATF will also be able to access over 20 films through the IACP's umbrella licensing agreement with the motion picture licensing association which has authorized use of these copyrighted films for this particular training use. f. ATF will gain access to an annual leadership seminar for all the law enforcement agencies using the program that is held in January of each year. This seminar provides information on best practices from those using the LPO program. Attendance at this meeting and use of the materials derived from this meeting is restricted to those authorized by IACP through LPO program agreement. g. The instructional cadre utilized by IACP to deliver the initial programs and mentor the ATF instructors is unique to this program. The IACP instructors have served as executive staff in law enforcement organizations, completed the classroom work to attain designation of national or master level instructors and have demonstrated a capacity to successfully integrate the Socratic method of instruction in the program. h. Other Federal agencies such as the U.S. Postal Service Office of Inspector General, U.S. Capitol Police, U.S. Department of Homeland Security (DHS) Inspector General, and U.S. Border Patrol have procured all or portions of the LPO program for use by their personnel. Prices for the program have therefore been determined fair and reasonable by a number of federal contracting officers. THIS IS NOT A REQUEST FOR PROPOSALS.
