- The Social Security Administration intends to extend and add transitional tasks to contract number SS00-10-60102 on a sole source basis with the Maximus Federal Services, 1891 Metro Center Drive, Reston, VA 20190. The extension period will consist of four months from 9/29/2015-1/28/2016. The contract is currently in the process of being re-competed. Award is not anticipated until close to the effective date of the new contract, which is 9/29/2015. This leaves no time for start-up activities. Additionally, there are no transitional tasks included in the existing contract. As a result, this sole source extension is necessary. The purpose of this contract is to provide operations support management services to assist SSA in meeting Ticket to Work Program objectives relating to Employment Network (EN) recruitment and delivery of EN services to beneficiaries by: 1) recruiting experienced and highly-qualified ENs; 2) facilitating/monitoring active Ticket program participation by ENs; 3) administering and supporting the Ticket assignment process; and 4) Administering and supporting the EN payment process. Under the proposed extension period, the contractor shall continue to provide these services while a potential new contractor transitions into these tasks. In addition, Maximus shall provide training and knowledge transfer to the new contractor and facilitate a seamless transition. This procurement is being made under the authority of FAR 6.302-1 (41 U.S.C.253(c)(1)) "Only one responsible source and no other supplies or services will satisfy agency requirements." The sole source is based on the Maximus' unique ability to provide the continuation and transition services as the incumbent contract. As mentioned above, the current contract does not include transitional tasks. As the incumbent contractor, Maximus is the only vendor capable of providing critical knowledge transfer and is the only vendor who can provide continued services while a potential new contractor ramps up. This is not a formal solicitation. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that the required capability is available from other sources and competition would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no affirmative written response is received, the procurement will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Government.
