Description
PRE-SOLICITATION SYNOPSIS N40085-15-T-7749 HAZARD MANAGEMENT GEESE DETERRENT SERVICES, NAVAL STATION, NEWPORT, RHODE ISLAND. This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential offerors of a single award firm fixed- price (FFP) Geese Deterrent Services contract. The proposed contract will be a FFP performance-based contract for geese deterrent services at Naval Station, Newport, RI. The vendor shall provide all management, labor, transportation, materials, equipment including but not limited to herding dog(s) to provide geese deterrent services in areas designated by the Commanding Officer, Naval Station Newport, RI. These areas will include: Coaster ™s Harbor Island, Coddington Point, Coddington Cove, and Naval Undersea Warfare Center. The vendor shall identify measures required to reduce the attraction of Naval Station Newport to Canada Geese including, but not limited to, the use of trained working dog(s) (i.e. Border Collies), radio controlled model vehicles, other forms of harassment, perimeter fence monitoring, land management use, and identifying nesting areas. In addition, the vendor shall provide expertise, consultative services and execution related to additional measures that may be taken to eliminate and or reduce the resident Canada Geese population. The vendor shall plan, schedule, coordinate, and execute/enforce effective performance of all services described herein. The services will be acquired utilizing procedures under Federal Acquisition Regulations (FAR) 12 - Acquisition of Commercial Items and FAR 13.5 “ Test Program for Certain Commercial Items. This is a full and open competitive action. The North American Industry Classification Standard (NAICS) for this procurement is 561710- Exterminating and Pest Control Services, with an annual size standard of $11 million. The contract term will be a base period of up to twelve (12) months plus four (4) one-year option periods. Offerors will be evaluated using the LOWEST PRICE TECHNICALLY ACCEPTABLE (LPTA) method. The resulting contract will be awarded to the responsible offeror whose proposal, conforming the Request for Quote (RFQ), will be most advantageous to the Government, price and other evaluation factors considered. When it becomes available, offerors can view and/or download the solicitation and any attachments at the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil of the Federal Business Opportunities website available at https://www.fbo.gov. Notification of any updates or amendments to the solicitation will be posted in the same manner. The solicitation will be made available on or about 21 August 2015. The estimated proposal due date will be on or about 31 August 2015. THIS SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Notification of any changes (amendments) to the solicitation will be done via the internet. It will be the responsibility of the contractor to check the website daily for any and all amendments to the solicitation. All contractual questions must be submitted in writing via E-mail to susan.roberts2@navy.mil. Telephone questions will not be accepted. The contractor is required to register with the System for Award Management (SAM). No contract award shall be made to any contractor that is not registered in SAM.
