- This synopsis is being posted to the Federal Business Opportunities (FBO) page located at http://www.fbo.gov. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-15-Q-3379. NUWC Division Newport intends to award a sole source firm fixed price contract to The Mathworks, Natick MA for the following: twelve (12) new MATLAB Licenses with applicable toolboxes and seven (7) renewal/reinstatement licenses for License Numbers: 353979, 353980, 651653, 651654, 651655, 662866 and 696682. Period of performance is for one (1) year. F.O.B. Destination is Naval Station Newport, Newport, RI. Incorporated provisions and clauses are those in effect through Federal Acquisition Circulator 2005-83. This is unrestricted, NAICS Code: 511210; Size standard $38.5. The Mathworks is the original developer of this software and the only known company that retains logistics, copyrights, telephone support, new software releases and required technical services. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract is based upon responses to this notice and is solely within the discretion of the Government. All other timely offers will be considered. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-3 Offeror Representations and Certifications-Commercial Items apply. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items.
