- Special Notice: The purpose of this special notice is to satisfy the requirement at Federal Acquisition Regulation (FAR) 8.402(f) to publicize the addition of items not on the Federal Supply Schedule (FSS) in accordance with FAR 5.101(a)(1) and (2). The Air Force Civil Engineer Center (AFCEC), San Antonio, has solicited a series of three (3) competitive Small Business Set-Aside, General Services Administration (GSA), Task Orders (TO), in accordance with FAR 8.405-3(c)(2) under GSA FSS 899-8 - Environmental Services, Remediation and Reclamation Services (see GSA e-Buy for further information). An award will be made under NAICS Code 562910 the Small Business size standard for this NAICS Code is 500 employees. GSA FSS 899-8 - Environmental Services, Remediation and Reclamation Services is defined as follows: Remediation services include, but are not limited to: Excavation, removal and disposal of hazardous waste; Site preparation, characterization, field investigation, conservation and closures; Wetland restoration; Emergency response clean up (ERC); Underground storage tank/above-ground storage tank (UST/AST) removal; Air monitoring; Soil vapor extraction; Stabilization/solidification, bio-venting, carbon absorption, reactive walls, containment, monitoring and/or reduction of hazardous waste sites, as well as unexploded ordnance removal; Remediation-related laboratory testing (e.g., biological, chemical, physical, pollution and soil testing). Reclamation services include, but are not limited to: Land (e.g., creating new land from sea or riverbeds and/or restoring areas to a more natural state, such as after pollution, desertification, or salination have made it unusable); and Water and refrigerant reclamation. Disposal services performed under SIN must be ancillary to remediation services performed. Due to the nature of the remediation and reclamation services required by AFCEC, San Antonio, it is likely that orders issued under this GSA TO will require items that are not on the FSS (also referred to as open market items (OMIs) or other direct costs). This is allowed since Contracting Officers will follow the procedures at FAR 8.402(f).
