- PDF - Letter of Intent to Sole Source Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of the Substance Abuse and Mental Health Services Administration (SAMHSA), intends to issue a sole source to: University of New Mexico Health Sciences Center 1800 Roma Blvd NE Albuquerque, NM 87131-0001 SAMHSA seeks to establish a collaboration between Project ECHO (Extension for Community Healthcare Outcomes) and The American Society of Addiction Medicine (ASAM) to pilot the first demonstration of the ECHO model on a national scale with a national medical society for the treatment of addiction in primary care settings. The objective is to develop urgently-needed capacity to detect and provide treatment for substance use disorder (SUD) in the primary care setting in order to improve treatment access and reduce overdose deaths. The Project ECHO at the ECHO institute of the University of New Mexico Health Sciences Center is dedicated to promoting the use of the ECHO model. The ECHO model makes use of video conferencing to connect disease specialists at an academic medical center with multiple primary care teams simultaneously. Specialists also present brief didactic presentations on key issues and updates. These virtual "teleCHO clinics" meet periodically and over time, the primary care team members learn by presenting their own patient cases and by listening to other cases from their colleagues. The Institute is dedicated to developing innovative ways of using the ECHO model to improve access to needed healthcare services, and to teaching others around the world to use the model. Researchers at the ECHO Institute have demonstrated that use of the ECHO model can allow primary care providers to achieve treatment results that are similar to those achieved by specialists. Use of the ECHO model to recruit and train primary care physicians to utilize medication assisted treatment to treat opioid use disorder has resulted in rapid increases in the number of trained providers who practice in rural and traditionally-underserved settings in New Mexico. There are no known institutions that currently provide this vital service to primary care practitioners and industry players. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement that speaks to the services that SAMHSA is seeking in this proposed acquisition.
