- This is not a Request for Proposal (RFP) or a Request for Quotation (RFQ); it is strictly a Request for Information (RFI) as defined in Federal Acquisition Regulation (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. This RFI is for planning purposes only and shall not be construed as a RFP or as an obligation on the part of the Government for follow-on acquisition. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All information received in response to this RFI that is marked as proprietary will be handled accordingly. The U.S. Military Academy, Directorate of Contracting, West Point, N.Y. is seeking sources for the following work statement: The Center for the Advancement of Leader Development & Organizational Learning (CALDOL) has conducted hundreds of video-recorded interviews with Army leaders over the past decade. The data is currently stored in multiple hard drives with minimal organization. In order to make the interviews more accessible for use in CALDOL products as well as available to external researchers, CALDOL seeks to have the terabytes of data systematically reviewed, tagged, and organized. 3. Objective: The purpose of this work is to contract for services that review, tag, and catalogue and organize audio and video data from hundreds of interviews. 4. Specific tasks: a.Review 6 hours of audio and/or video interviews per week, which corresponds to an estimated 18-20 hours of work per week. a.Assign a filename to each audio-video clip according to the CALDOL video-naming classification system (provided to contractor). b.Using hardware and software provided by CALDOL, review each audio-video file, adding tags and time hacks at appropriate points in the file IAW CALDOL's list of tags and their definitions (provided to contractor). c.Save each audio-video clip to a memory drive supplied by CALDOL, in the format provided by CALDOL. b.Add the metadata on each audio/video clip into a database (provided by CALDOL). c. For the first six (6) weeks of the contract, attend a one-hour meeting at CALDOL, USMA, during which CALDOL and the contractor will review and discuss selected video clips and their metadata in order to gain a shared understanding of the tagging rubric. Thereafter, the face-to-face meetings will be reduced to one per calendar month for duration of contract. The Government is interested in providing an award of Base year Plus one Option Year.
