- The Naval Medical Logistics Command (NMLC) is seeking sources to provide the delivery of disposable products for use on the ROTEM® Delta analyzer for measuring thromboelastogrophy during hemorrhage resuscitation research in support of the Naval Medical Research Unit San Antonio (NAMRU-SA), Fort Sam Houston, TX. This acquisition requires the delivery of up to 20 Ex-TEM, 20 Fib-TEM, 20 Ap-TEM, and 20 Star-Tem boxes or reagents, 300 Rotrol N and 300 Rotrol P Quality Control tests, 40 boxes of regular Cup n Pin Cuvette (330uL), 400 boxes MINI Cup n Pin Cuvette (105uL), 20 boxes of Pipette Tips. The estimated period of performance will be a 12-month base period with four, 12-month option years. If capable sources are not identified through this notice, then NMLC intends to award a sole source contract under the authority of FAR 6.302-1 to TEM Systems Inc. (TEM), Sunrise, FL, 33351-7911, for the delivery of the required disposables. In accordance with FAR 6.302-1, TEM is the only vendor that manufactures and distributes the supplies for the ROTEM® Delta analyzer used in the research protocols. This will ensure the scientific data generated is consistently run on the same devices, which is critical when comparing results within a protocol. This sources sought notice is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 2:00 PM Local Time, 18 August, 2015.
