Kingsbridge Road Bronx NY 10468 Synopsis: Please note that this is not a request for quotes or proposals. The Government is seeking information for market research purposes only. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business Opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. The Department of Veterans Affairs, Northport VA Medical Center, Northport, NY, is conducting a market research to find qualified vendors to provide the following service described in the draft statement of work below: The North American Industry Classification Systems (NAICS) is 238220; the size standard is $15 million. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should be provided in a capabilities statement which includes: 1) Offerors name, address, point of contact, phone number, and e-mail address; 2) Offerors interest in bidding on the solicitation when it is issued; 3) Offerors capability to perform a contract of this magnitude and complexity and three examples of comparable work performed within the past five years with a brief description of the project, customer name, and dollar value of the project) ; and 4) Offerors Business Size (Large Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a)) and DUNS number. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in System for Award Management (SAM) (see internet site: http://www.sam.gov). Responses to this notice must be submitted in writing (email)to Marshand Boone, Contract Specialist, at marshand.boone@va.gov and received no later than August 24, 2015 at 10:00AM. Contractor questions about this announcement, if any, should be emailed to Marshand Boone by August 19, 2015. Draft STATEMENT OF WORK (SOW) Replacement of the Dry Sprinkler Valve in Building 7 Northport VA Medical Center Scope of Work: The Department of Veterans Affairs/Northport VA Medical Center has a requirement to replace the existing dry sprinkler valve located in building 7, which is worn beyond repair and it needs to be replaced with a new dry sprinkler valve. The contractor shall replace existing dry sprinkler valve. The contractor shall replace the 3-inch dry pipe valve with new dry pipe valve complete with trim piping and shall replace existing 3-inch OS&Y control valve with new 3-inch butterfly valve. The contractor shall also install new low air switch and new water flow alarm switch. The contractor shall provide all labor and materials for the job. Performance Period: The contractor shall perform the sprinkler valve replacement within two weeks of contract award. Type of Contract: The anticipated contract type is firm fixed price. A.GENERAL REQUIREMENTS 1.The replacement of the existing dry sprinkler valve shall occur during working hours between 8am-4:30pm. 2.Upon replacement of the existing dry sprinkler valve, the work shall be inspected by the Plumbing Shop Supervisor. 3.A copy of report of acceptance of delivery shall be submitted to the Chief of Engineering Service. 4.Vendor shall show valid ID at police check point for access to the facility's repair site. B. CHANGES TO STATEMENT OF WORK Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer (CO). A copy of each change will be kept in a Contracting Officer Representative (COR) folder along with all other required documents. Costs incurred by the vendor through the actions of parties other than the Contracting Officer shall be borne by the vendor. C. CONTRACTOR PERSONNEL SECURITY REQUIREMENTS The vendor shall not have access to the Department of Veterans Affairs' computer systems. The certification and accreditation (C&A) requirements do not apply and a Security Accreditation Package is not required. D. BILLING/INVOICING Vendor shall bill in arrears. Invoice shall contain specific information such as date of service, amount of service, unit charge, PO number and remit address.
