Description
CSOSA 15-Q-0184 Spiritual Counseling offers in-depth guidance to help offenders/defendants understand their situation and personal relationships, and to help recognize significant patterns in their life. During these sessions life experiences will be explored to discover new insights, invaluable information and a clear perspective on their present circumstances. Strengths and abilities will be an important part of the discussions during the sessions led by a trained Spiritual Counselor. Spiritual Counseling offers in-depth guidance to help offenders/defendants understand their situation and personal relationships, and to help recognize significant patterns in their life. During these sessions life experiences will be explored to discover new insights, invaluable information and a clear perspective on their present circumstances. Strengths and abilities will be an important part of the discussions during the sessions led by a trained Spiritual Counselor. A spiritual Counselor is a person who is ordained, commissioned or credentialed according to the practices of an organized religious group and has completed Clinical Pastoral Education (CPE); or has a minimum of a bachelor's degree with emphasis in counseling or related subjects and has completed specific training to include: common belief systems of comparative religions related to death and dying spiritual assessment skills; individualizing care to residents beliefs; and varied spiritual practices/rituals. The Government seeks a contractor to deliver spiritual counseling services as a complement to individual counseling and behavioral interventions provided at CSOSA. The contractor will provide these services to offenders who may also be participating in group interventions focused on changing criminal thinking, anger management, substance use, education, and employment skills development. The Contractor shall provide spiritual counseling services commensurate with the needs of the RSC. When possible, the Contractor shall ensure that observances for holy days within a particular faith are conducted during the normally scheduled religious services. The Contractor shall submit requests for observances of holy days outside of the normally scheduled religious services to the RSC Contracting Officer Representative (COR) at least 90 days before the holy day occurrence. The RSC COR shall approve or deny the request and notify the Contractor. While on Duty, the Contractor shall not advise, recommend or suggest to the RSC offenders/defendants or RSC employee that such individuals should receive services from the Contractor when he or she is not on duty, or from a partner or group associated in practice with the Contractor.. 2.5. Specific Contract Tasks 2.5.1 Spiritual Group and Individual Counseling Sessions The Contractor shall provide direct spiritual group and individual counseling sessions designed to educate the RSC clients about the importance of redirecting their lives and instill a value system that is void of criminal and antisocial acts. The Contractor shall be available to provide on-site spiritual group and individual counseling sessions up to 1 hour per sessions, any time, during the hours of 9:00am - 9:00pm Monday to Friday. Conduct weekly religious services for offenders/defendants that are 1.5 hours in length Friday thru Sunday. The contractor shall also provide weekly religious worship services during the hours of 9am to 12:00pm Friday thru Sunday The Government will provide the Contractor with a schedule that indicates the hours(s) and days that the spiritual therapy sessions will be conducted. The Contractor shall ensure that each group/individual session and weekly religious services has a clearly defined topic, objectives, and goals that are designed to assist residents in identifying his/her barriers to successful reintegration and equip residents with strategies for approaching and overcoming barriers.
