- Resiliency Self Directed Recovery Notice of Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: Faces & Voices of Recovery 1010 Vermont Ave NW Suite 618 Washington, DC 20005-4941 Substance Abuse and Mental Health Services Administration (SAMHSA), Center for Substance Abuse Treatment (CSAT), Office of the Director, Office of Consumer Affairs (OCA) seeks to train support specialists, coaches, and people in recovery to educate the media, the public, and policymakers about the benefits of using a peer support recovery approach to address and mitigate homelessness issues through a series of webinars. The webinars will focus on best practices and program outcomes among successful community recovery centers across the nation as it relates to housing issues and the homeless population. The Substance Abuse and Mental Health Services Administration (SAMHSA) is cognizant that the behavioral health field will experience a workforce gap created by the increase demand for behavioral health specialists in all categories as a result of the passage of the Affordable Care Act (ACA) and the Mental Health Parity and Addiction Equity Act (MHPAEA). Moreover, the behavioral health workforce will also experience an exodus from the marketplace of thousands of specialists due to retirement. In order to fill this service gap, SAMHSA is looking to create an interest in medical and non-medical professions within the behavioral health field. The population focus is students entering college who have yet to declare a major and those enrolled in the social sciences. Faces & Voices of Recovery has the experience, knowledge and materials to successfully complete this requirement. Faces & Voices of Recovery (FAVOR) are the owners of the research and data used in the development of outreach materials and trainings in changing the public's perception of what is recovery. FAVOR works with treatment- and recovery-oriented individuals and organizations throughout the country to provide a unified and cohesive face and voice of consumers of recovery services to reach out and educate policymakers, health care providers and insurers, the justice system and social service organizations about the need for available and effective treatment and recovery services for those in need. FAVOR has a strong consumer and community-based recovery network which helps to increase the number of individuals reaching out to educate others about substance use and mental disorders, treatment and long-term recovery, based on their personal recovery experience. In addition, FAVOR continues to encourage and empower its membership to be aware of and understand the need to expand the Nation's treatment capacity and to reduce barriers to treatment - including the barriers of those who are homeless and in need of recovery. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
