Description
The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a Time and Materials (T&M) and Firm Fixed Price (FFP) contract on a full and open competitive basis as a small business set-aside. The contract will provide professional medical evaluation services for civilian employees and military members at China Lake and Point Mugu, CA in support of the Personnel Security (PERSEC) Department and the Department of Defense Central Adjudicative Facility (DODCAF). The purpose of this requirement is to determine eligibility of DOD military and civilian personnel, affiliated with the Department of Defense, for access to classified information, Special Sensitive, Critical Sensitive, Non-Critical Sensitive, acceptance or retention in the Armed Forces, assignment or retention in Special Sensitive, Critical Sensitive, Non-Critical Sensitive duties, or other designated duties requiring professional medical evaluations. The contractor shall provide the requested medical evaluation utilizing professional standards, testing, and tools (e.g. Minnesota Multi-Phasic Personality Inventory, 16 Personality Factor test, and Mental Status examination) in assessing an employee then provide a written report of their findings to DODCAF via NAWCWD PERSEC. The contractor will not bare the weight of determining the final outcome of evaluation results. Rather, DODCAF will use the evaluation results to determine the employee's eligibility to access and safeguard information relating to National Security and make final security clearance determination in accordance with DoD personnel security policies and procedures. The medical evaluations and tests shall be performed by Psychiatrists and Psychologists. Minimum qualification of Psychiatrists: must have a Medical Doctor (MD) degree, be licensed in the State of California as a physician, be a Board Certified (American Board of Psychiatry and Neurology) and have a minimum of 7 years' experience (5 of which must have been continuous immediately prior to the date of this contract). Minimum qualification of Psychologists: must have a Doctor of Philosophy (Ph.D) degree in Psychology, must have been licensed and practicing in the United States of America for the last five years, and be licensed to practice psychology in the State of California. It is required that the work shall be performed at the contractor's facility within commuting distance of NAWCWD China Lake, CA and NAWCWD Point Mugu, CA. The Government contemplates a T&M and FFP contract with an ordering period of three years (1 base-year and 2 one-year options) and anticipates award in approximately the first quarter of FY16. The total level of effort is approximately 540 hours for the three year performance period.
