- RFQ-A-15-00450 The Philadelphia Housing and Urban Development (HUD), Contracting Department intends to issue a Request for quote (RFQ) of a Firm fixed price purchase order for a single provider with ability to search recorder?s information. The Vendor to provide data necessary to determination whether the Department of Housing and Urban Development (HUD) has jurisdiction to accept and pursue complaints submitted to the Fair Housing and Equal Opportunity (FHEO) Division by the public. This Office receives an estimated total of 3,000 inquiries per annum, not all of which are jurisdictional in accordance with the Fair Housing Act and other relevant civil rights laws enforced by this Office. For jurisdictional purposes, the minimum services required for both commercial and residential properties is as follows ? Single provider with ability to search recorder?s information by: ?Address of property ?Owner?s name in multiple counties ?Parcel location on an area map (for zoning and properties with multiple possible addresses.) Information Necessary: ?Verification of ownership of record based on officially recorded documents, and including current address of owner(s). ?Verification of ownership for large developments. Owners may include county and city entities. ?Historical ownership changes to ensure jurisdiction during the period of alleged violation. ?Jurisdiction depends on the number of residential units held by owner at multiple locations. ?Transaction history of lending actions for property in question such as ? oLender names oAmount of loans oDate, Interest rate, and type of mortgage(s) oEstimated value of property based on County Assessor?s information ?Zoning information, including dates of changes and boundary information relative property location. Map search capacity to identify recorded parcel information. All information to be provided by single vendor, and initial information provided via internet to ensure jurisdiction prior to investigation start. Complete information must be provided in written format for inclusion in official investigation records required in the event of legal action. The acquisition is located in San Francisco, California. The applicable NAICS code is 519190. The size standard is $27.5 million. The FSC is D317 Automated News Services/Data Services. The resultant contract shall consist of a base year starting from the date of award with four (4) one-year option periods. This requirement is set aside 100% for small businesses. The Government will not pay for the information received. By submitting an offer, the offeror is self-certifying that neither the request or nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirements that a prospective awardee must be registered in the System for Award Management, (SAM), database prior to award. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements via the Internet at https://www.sam.gov/portal/public/SAM/.
