Description
STATEMENT OF WORK SPECIFIC UNIT SCHEDULE 1.1 Background: The effort required under this statement of work (SOW) will be to manufacture and deliver one (1) self-contained ablution or latrine unit, one (1) self-contained shower unit, and one (1) self-contained combination shower/latrine unit in accordance with the criteria specified herein. 1.2 Submittals: Submit a data sheet along with a diagram of intended product for approval. 1.3 For the purposes of this document, Government refers to the United States Government and the United States Navy as represented by the Contracting Officer (CO), Contract Administrator (CA), or appointed Contracting Officer's Representative (COR). Contractor refers to the Contractor, Subcontractor, and Contractor and Subcontractor personnel. 1.4 Base Access Security Requirements: All contractor personnel accessing the base for delivery are required to obtain a base pass and necessary vehicle passes for access to Camp Lemmonnier, Djibouti, Africa. The Government will provide escort services upon entering the base. The Government will advise the contractor following contract award on current procedures for accomplishing this requirement. 1.5 Delivery Requirements: The Contractor shall provide full delivery of latrine, shower and shower/latrine unit to camp Lemmonnier to include any/all processing through ports and/or customs. Delivery will also include the transportation from the port of Djibouti and offloading at the location on the base as designated by the COR or CO. The contractor shall contact the delivery POC at least 3 days prior to actual base delivery. The Government will provide crane or forklift support to unload and place the units at Camp Lemmonnier, Dijibouti. 1.6 Components: Contractor shall provide all hardware, flashing, sealant, etc. necessary to connect the units together into complete and usable, weather-tight, structurally sound facilities, once delivered. 2.0 Technical Requirements 2.1 Latrine Facility: One Latrine unit will be utilized by male personnel and shall be furnished with a minimum of 6 toilet stalls and 4 sinks. Each toilet stall will include a toilet paper holder. Each toilet will be separated by partition walls and will have a single door with a privacy lock. Each sink will have soap dispensers along with hot and cold taps with mixing valve. Each sink will have a dedicated mirror. The latrine facility will have a dedicated electric water heater tank or tanks with a minimum combined capacity of 227 Liters. The facility will contain 2 wall mounted paper towel dispensers, with each located in close proximity to the sink area. Floor drains will be provided in all latrine facilities with 4-inch (100 mm) deep seal traps. Water heater is required. 2.2 Shower Facility: The Shower unit will be utilized by male personnel and shall be furnished with a minimum of 6 shower stalls and 4 sinks. The shower facility will have a dedicated electric water heater tank or tanks with a minimum combined capacity of 681 Liters. Each sink will have soap dispensers along with hot and cold taps with mixing valve. Each sink will have a dedicated mirror. The facility will contain 2 wall mounted paper towel dispensers, with each located in close proximity to the sink area. Each shower surround/stall will be of single piece fiberglass construction with sufficient bracing beneath the shower pan to prevent flexing or distortion. Floor drains will be provided in all shower facilities with 4-inch (100 mm) deep seal traps. 2.3 Showers/Latrine Facility: One Shower/Latrine unit will be utilized by female personnel and shall be furnished with a minimum of 3 shower stalls, 3 toilet stalls and 4 sinks. Each sink will have soap dispensers along with hot and cold taps with mixing valve. Each sink will have a dedicated mirror. The facility will contain 2 wall mounted paper towel dispensers, with each located in close proximity to the sink area. The shower/Latrine facility will have a dedicated water heater tank or tanks with a minimum combined capacity 378 Liters. Each shower surround/stall will be of single piece fiberglass construction with sufficient bracing beneath the shower pan to prevent flexing or distortion. Each toilet stall will include a toilet paper holder and each toilet stall will have a sanitary napkin dispenser in addition to the toilet paper dispenser. Each toilet will be separated by partition walls and will have a single door with a privacy lock. Each sink will have soap dispensers along with hot and cold taps with mixing valve. Each sink will have a dedicated mirror. Floor drains will be provided in all shower facilities with 4-inch (100 mm) deep seal traps. 3.0 General Building Requirements 3.1 Structure: The Latrine, Shower, and Shower/Latrine containerized units shall be a self-supporting structure that can be picked and placed by material handling equipment or by weight handling equipment on concrete blocks to include a hardened subfloor. 3.2 Flooring 3.2.1 The floor covering of each unit will consist of a commercial, heavy traffic PVC or heavy traffic vinyl product. 3.2.2 Floors shall have a non-slip finish. 3.3 Walls 3.3.1 Paneling: Interior walls will be clad with plastic paneling of at least 9mm thickness. Color will be white, off-white, or tan. 3.3.2 Exterior Color: Units will be utilized in a hot climate so exterior will be light in color to reflect heat. 3.3.3 Insulation: All walls and ceilings will be insulated with fiberglass, polystyrene, or similar insulation to achieve an insulation rating of 0.50 Watts/square meter-Kelvin or better. 3.4 Doors: Each unit shall have exterior doors that open to the outside located as specified per unit type. Locksets will be keyed with pin-tumbler type locks and four (4) keys will be provided for each exterior door as part of this contract. All locks must have a different set of keys. 3.5 Finishes: All finishes must be applied to the building prior to delivery. If the finishes are damaged in transit the contractor is responsible to correct these deficiencies. The requirement is for 3 Ablution Units. Below is the breakdown of the desired fixtures in each of the 3 units.
