- The General Services Administration is requesting proposals for renewable energy certificates (RECs) for GSA, the FDIC and possibly other agencies to meet environmental goals. The successful offeror will deliver the required RECs for FY2015 and FY2016 for the FDIC. The delivery date for the RECs is September 30, 2015 for FY2015 and September 30, 2016 for FY2016. The solicitation requests pricing for a total of 125,866 MWhs of RECs - 74,433 MWhs for FY2015 and 49,433 MWhs for FY2016. All of the RECs will come from new renewable resources that meet the definitions of the solicitation. The RECs will be used to meet LEED certification requirements and will therefore need to be Green-e certified. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest price per MWh for RECs and meets the solicitation's minimum technical requirements. Supplier technical and price responses to the solicitation are due no later than 11:00 a.m. on September 9, 2015. Proposals must be emailed to the Contracting Officer per the solicitation due no later than 11:00 a.m. on September 9, 2015. This procurement is being conducted on an unrestricted basis.
