Description
****NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) the University of Maryland - Baltimore County for the purchase of SNPP VIIRS Aerosol Product Calibration and validation activities. ****The sole source determination is based on the National Oceanic and Atmospheric Administration's (NOAA), National Environmental Satellite, Data and Information Service (NESDIS) need calibration and validation services. The University of Maryland - Baltimore County (UMBC) group has the unique expertise to accomplish the tasks described in the statement of work. The UMBC group has experience in aerosol remote sensing algorithms and validating the derived products. They have worked extensively with MODIS aerosol retrievals and will use that experience to recommend algorithm improvements for VIIRS. This task involves validating and enhancing VIIRS aerosol products so users can be confident in using the products. The UMBC group has been working closely with STAR scientists and is very familiar with our work. Because of their relevant experience, they have a complete understanding of the requirements and hence their startup time for this task will be minimal. Additionally, UMBC has a strong background in developing software systems for NOAA/NESDIS. This combined experience makes the services of UMBC vital for accomplishing the project goals as defined in this task. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the space and service as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
