Description
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH), Clinical Center (CC) intends to award a fixed price purchase order to Tecan U.S. Inc., Morrisville, NC on a sole source basis to procure one Tecan Powerscanner TM for the automated analysis of human blood samples of Ebola virus disease (EVD) patients with confirmed or suspected infection by microarray technology. This equipment purchase is required for the analysis of the temporal host response of patients with suspected or confirmed Ebola Virus Disease (EVD) in Monrovia, Liberia from September-October 2014. Only one known vendor has been identified for the purchase of the 48-slide microarray scanner. Tecan U.S. is the sole trademark holder and manufacturer of the Tecan Powerscanner TM, which is a distinctive microarray scanner that provides a unique platform that allows for the automated imaging and analysis of up to 48 microarrays in tandem. Analyzing microarrays through an automated system following loading of the arrays system removes variability's that can be introduced amongst the arrays, and ultimately the data sets derived from the array images when arrays are scanned individually. The Tecan Powerscanner TM also allows for scanning multiple array types including oligonucleotide-based, peptide-based or protein-based glass slides (with coated or reflective surfaces). This feature is highly advantageous for research as compared to the traditional microarray scanners available that only allow for the imaging and analysis of either single microarray slides or, alternatively, up to 24 slides. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b). Interested concerns capable of providing the same or similar products or services as described in this notice may submit a capability statement outlining their capabilities. Capability Statements must be received within the time set forth in this synopsis to be considered by the Government. A determination to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Each response should include the following Business Information: a. DUNS. b. Company Name, address, POC, Phone and Email address c. Current GSA Schedules or NAICS codes appropriate to this Award. d. Type of Company (i.e., small business, 8(a), woman owned, hubZone, veteran owned, etc.) as validated in System For Award Management (SAM). All offerors must register on the SAM located at http://www.sam.gov/portal/SAM/#1 e.
